CONSIDER APPROVAL OF A"R OlUTION AUTHORIZING THE PURCHASE
OF SECURITY KEY CARD EQUIPMENT FOR FIRE STATION NO 1 AND NO 2.
Introduction
The purpose of this agenda item is to request Council authorization to purchase
security card reader system equipment for Fire Station No. 1 and No, 2.
Historv
Prior to construction of the new Police Station and City Hall, we had considerable
trouble with security at City buildings. Keys would be given out for various
reasons and a fair number would not be returned, And so the number of keys for
the buildings increased over time,
With the construction of the new Police Station and City Hall, a card reader
system was installed which is controlled by a computer program. We are
learning more about the program all the time. We can monitor who is in and out
of the building, on which days and times. We can also program cards so visitors
can use them at pre-specified days and times. If a card is lost or not returned, it
can be rendered inactive.
Current Circumstances
In October of this year, the Maintenance Building garage gate, employee and
shop entrances were equipped with a card reader system. When the Water
Treatment Facility opens, it will have this technology.
With the completion of Fire Station No, 2, a similar card system was identified
and bid for Fire Station NO.2 and to retrofit Fire Station NO.1, During the course
of installation of the system, staff became aware that the system identified for
both stations, while consistent with our current system, did not include software
for management of the system from a central point (i.e. City Hall) where we have
full-time staff. Without the upgrade to the software, all setup, user data, and on-
going adjustments would need to be made on-site at the panel locations. Staff is
proposing to upgrade the system utilizing referendum funds, The cost for this
upgrade is $12,405 ($10,825 for Fire Station No, 1, and $1,580) for Fire Station
No.2) based upon quotes received from Low Voltage Contractors who received
this contract. The credit amount from the contractor for the uncompleted portion
of their work is $2,300, so the net cost to the City is $10,105.
Conclusion
The City Council should determine if it believes that this upgrade to the security
card system is desirable.

ISSUES:
The completion of the card reader system for Fire Stations No. 1 and NO.2
completes all City buildings except the Library/Club Prior building. Cards may be
issued, modified and voided at one administrative location at City Hall. This will
provide better control than having multiple administrative sites.
FINANCIAL
IMPACT:
The modifications required to provide the card reader system at Fire Station No,
1 and No.2 are $12,405 minus $2,300 as a credit from the contractor for
unfinished work. This means the net City cost is $10,105. There is sufficient
money in this project account for the proposed expenditure.
ALTERNATIVES:
1. Adopt a resolution approving expenditure for fire station card reader systems.
2. Take no action.

WHEREAS, The City Council is concerned about the security of City buildings and infrastructure;
and
WHEREAS, The City has historically relied upon keys for City building access; and
WHEREAS, With the passage of time, keys have been distributed undermining security; and
WHEREAS, The City's new buildings utilize key cards which can be reprogrammed or cancelled;
and
WHEREAS To save money and centralize security, the City desired to have a central location for
issuance, monitoring and programming key cards and oversight of system usage; and
WHEREAS Fire Station No.1 and No.2 require addition key card equipment to meet all the above
criteria and maximize the effectiveness of the system.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The staff is hereby authorized to expend $10,105 to complete the key card systems and Fire
Station No. 1 and No.2.
3. Funds for this purchase are to be drawn from 420 70305 515 (FS #2),
PASSED AND ADOPTED THIS 1 ih DAY OF NOVEMBER 2008.

RE: Access Control System - Fire Station I
Dear Kelly,
This proposal details the requirements for installing a Lenel access control system at
Fire Station I and tie it into the existing head-end at City Hall via a network
connection.
Scope Summary
L VC will provide the labor, materials, and wiring necessary to install a Lenel Access
Control System at the Fire Station I, per your request and our last walkthrough on
August 18th. L VC will accomplish this by installing a LNL-500 Intelligent system
controller - which will tie into the City of Prior Lakes existing Lenel System at City Hall
via the wireless connection already in-place, (6) LNL-1300 Single Door control
board with enclosures, (6) Lenel proximity style card readers, (6) door contacts, (6)
request-to-exit motion detectors, and the wire needed to interface with the electric
strike locks. L VC will provide a power supply for the LNL-500 Intelligent system
controller and a power supply for the electric locking hardware.
EXCLUSIONS
Please be advised that the pricing listed below does not include locking hardware.
After talking with Glewee Doors, I understand that all locking hardware for the
doors where we are providing card readers: electrified locksets, electric strikes, etc.
has already been installed by them. The only door they had to finish yet was the
front vestibule door. L VC will run all wire to the strikes and fish the wire through the
door frames.
The City of Prior Lakes IT department will need to provide an IP address to L VC for
the Intelligent System Controller. This connection will allow the system to talk with
the main system at City Hall via your existing wireless connection.
