PRESENTATION OF PROPOSED DOWNTOWN DINER
Lyaman McPherson has done a great deal of research regarding opening a
railroad car style diner in downtown Prior Lake. He has prepared a PowerPoint
presentation which explains his proposal in detail.
While considering the concept being presented by Lyaman McPherson, the
Council may want to consider the following issues and questions about the
proposal:
. The diner is a unique, non-traditional building I structure that is not
addressed in the City's Downtown Design Guidelines. How does
the structure fit the guidelines? What additional criteria, if any,
should be used to assure appropriate restoration and design of the
diner?
. What locations in the downtown are desirable and suitable?
. Once placed on-site, what is the timeframe for completion of
restoration and improvements?
. Who will operate the diner?
. What is the (general) plan for operating the diner (targeted opening
date; hours of operation; type of food; etc.)
No formal action is required at this time. The City Council should provide the
developer with any comments, direction or concerns about this concept plan.
The City Council's comments are not binding and the developer should not rely
on any statements made by individual Councilmembers. However, in the
absence of direction, the Council can expect that the developer will proceed in
general accordance with what they have proposed. Any future plans must be
processed with the appropriate hearings and public participation.
