CONSIDER APPROVAL OF RESOLUTIONS NAMING TWO PUBLIC PARK LOCATIONS
I ntrod uction
The purpose of this agenda item is to ask the City Council to consider adopting formal
names for two unnamed public park areas within the City.
Historv
Periodically, the City will receive requests for naming or re-naming streets, parks and public
spaces in honor of people or places of significance to the City. In September 2000, a policy
was adopted by the City Council setting out the process and criteria to be considered for
such requests. The policy has been updated on several occasions. The last revision was in
February 2007.
The policy provides that proposed names must meet one or more of the following criteria:
1. Names that reflect the major subdivision in which the street, park or public place is
contained or which it is to serve. Many of our neighborhood parks are named in this
manner - Brooksville Hills, Boudins, Fish Point Park, Deerfield Park for example.
2. Names that acknowledge local historical events, persons or significant benefactors.
Grainwood Park or Prior Lake are examples of this criteria.
3. Named after a resident or other individual, living or deceased, who has obtained
local or national prominence via significant contribution in any field or endeavor.
Martin Luther King A venue, or Killebrew Drive are examples.
4. Names that acknowledge major financial contributions which made acquisition of
property and/or development possible. Kop Parkway or Jeffer's Pond are examples.
5. Names that honor an individual living or dead who has significantly served or
contributed to the community. In order to be considered, the person should have
completed at least ten years of public or community service. There should be a
waiting period of at least six months from termination of service or six months from
the death of the individual. Thomas Ryan Jr., Fitzgerald Fields, Mangan Fields are
examples.

Conclusion: The Council is asked to consider the proposed names and the policy criteria
and adopt resolutions naming the areas at it deems appropriate.
ISSUES:
Shepherd's Path: This park primarily serves the Shepherd of the Lake campus and is
located south of the Church between the apartment complex and the wetland. It does not
currently have a formal name other than the one assigned by staff as an identifier. The park
has been improved with trails, gazebo, boardwalk and arched bridge that ties into the
Church grounds. Future plans include a shelter, playground equipment and a small parking
lot. The City received the following naming applications:
Pathwavs Park is a name proposed by a resident because of the trails that travel
through the Shepherd of the Lake campus. While the name is thoughtful and
descriptive, it does not directly meet the criteria set forth in the policy.
Horkev Park at Sheoherd's Path is the name proposed by Shepherd of the Lake
Lutheran Church. The Church would like to honor Gary and Rita Horkey from whom
the land for the campus was originally purchased. The name does meet criteria 1 and
4 of the policy by reflecting the major subdivision in which the park is contained or
which it is to serve; and by acknowledging major financial contributions which made
the acquisition of property and/or development possible.
Citv Hall Rain Garden: The rain garden is located behind City Hall along the trail that
connects the Rotary Gateway Park to Lakefront Park via the floating bridge. The rain
garden does not have a formal name. The garden has been planted, but the remainder of
the area has been left in a natural state with little additional maintenance. In the future, there
is flexibility to make modest improvements to this area as funding is available.
Klingberg's Lagoon is a name proposed by Elvira Luedke, whose parents purchased
the property on Dakota Street (that now houses City Hall) as their retirement home in
the 1940s. It is rumored that Emil and Edna were known to have a very big garden
every year close the existing location of the rain garden. Elvira also mentioned that
Harvey and Elmer Klingberg were the sons of Emil and Edna and contributed to the
Prior Lake volunteer fire department for many years. This name does meet criteria 5
in that it honors an individual (or family in this case) who have significantly served or
contributed to the community.
Harvey & Luverne Klingberg Memorial Garden is the naming application submitted by
the five children of Harvey & Luverne Klingberg who grew up on the City Hall site.
The children would like to honor their parents who spent 50 years at the property after
Harvey acquired it from his parents. The Klingberg children also recall many fun times
spent "down the hill" and remember how Harvey took care of the property like it was
his own even though the point was actually City property. The proposed name meets
criteria 4 and 5 by acknowledging major financial contributions which made acquisition
of the City Hall property and/or development possible, and by honoring an individual
(or family in this case) who has significantly served or contributed to the community.

Since different arms of the family had independently proposed different names, I spoke to
Karen Busselman and asked that they consider another name that would honor the family
as a whole - inclusive of Emil, Edna, Elmer, Harvey, and Luverne. Karen agreed and
proposed the name -Klingberg Memorial Garden.
Park Advisorv Committee Recommendation: The PAC considered this item at its
September 18,2008 regular meeting. As provided by the policy, staff had submitted only
the two proposed names for which it had received applications at the time - Horkey Park at
Shepherd's Path and Harvey & Luverne Klingberg Memorial Garden. The PAC was
comfortable in recommending both names for approval, but directed staff to first solicit
additional public input for 30 days. A notice was posted on the City web site and on PL TV-
15 bulletin board from September 15th - October 24th. It was also included in the City
Newswire. The result was the additional names discussed above.
A number of amenities and signage is programmed within the Capital Improvement Program
for neighborhood parks such as the park at Shepherd's Path. No funding beyond that
already programmed would be provided as a result of this naming application.
Improvements to the park would remain consistent with the timelines set out in the Capital
Improvement Program.
Any improvements to the rain garden park behind City Hall would either need to be joint
projects, or at the initiative of the Klingberg Family. There is some money available within
the 2009 general fund budget for identification signage both along the path, and posted in
the Parkview room at City Hall.
The Council has several alternatives:
1. Motion and Second to Adopt Resolution 08-XX Naming the Neighborhood Park at
Shepherd's Path Horkey Park at Shepherd's Path.
2. Motion and Second to Adopt Resolution 08-XX Naming the City Hall Rain Garden
the Klingberg Memorial Garden.
3. Take action to adopt different or modified names.
4. Take no action and provide staff with direction.
As the Council deems appropriate.

WHEREAS, the City Council has received applications from interested members of the public
requesting adoption of a specific name for the rain garden located behind City Hall near
the path connecting the Rotary Gateway and Lakefront Park; and
WHEREAS, the City Council adopted a policy for the naming of streets, parks and public places in
2000 which sets out a specific process and criteria for considering naming applications;
and
WHEREAS, the Parks Advisory Committee and City staff have reviewed the proposed names and
find that they meet the criteria set forth in the naming policy; and
WHEREAS, the City Council concludes that by naming the City Hall rain garden the Klingberg
Memorial Garden, the City is able to collectively honor the contributions of Emil and
Edna Klingberg, and Harvey and Luverne Klingberg, who spent over 50 years in our
Prior Lake community caring for the Dakota Street property, and from whom the land
for the City Hall was purchased.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Hall rain garden located along the path connecting the Rotary Gateway to Lakefront Park
shall be named Klingberg Memorial Garden.

requesting adoption of a specific name for the neighborhood park located near the
Shepherd's Path campus; and
WHEREAS, the City Council adopted a policy for the naming of streets, parks and public places in
2000 which sets out a specific process and criteria for considering naming applications;
and
WHEREAS, the Parks Advisory Committee and City staff have reviewed the proposed names and
find that they meet the criteria set forth in the naming policy; and
WHEREAS, the City Council concludes that by naming the neighborhood park Horkey Park at
Shepherd's Path the Church is able to honor the Horkey family from whom the land for
the Church campus was originally purchased; and
WHEREAS, the City Council further concludes that it is appropriate to include the name of the
subdivision within the park name.
