CONSIDER APPROVAL OF A REPORT RECOMMENDING 2009 COMMUNITY
SAFETY OBJECTIVES.
Introduction
The purpose of this agenda item is to request that the City Council approve work
objectives for the Community Safety Advisory Committee.
History
The City Council added Safe and Healthy Community as a Vision Element in the
2007 update of the 2030 Vision and Strategic Plan at the recommendation of the
Long-Range Planning Committee.
One of the objectives of this Vision Element was to form a Community Safety
Task Force. The Task Force consisting of almost 30 community volunteers was
to identify what was being done to promote a safe and healthy community, and
what could be done to improve matters further.
Ultimately, the Task Force prepared a report which identified numerous actions
which could be taken in five issue areas to improve community safety. The City
Council received and accepted the Task Force's report and asked what steps
should be completed in 2009.
The Council also directed that the Task Force become a five- to seven-member
committee to provide some permanence to this effort. The Committee has now
met twice to discuss the 2009 objectives.
Current Circumstances
Enclosed is the eight-step recommendation of the Community Safety Advisory
Committee. The recommendations propose actions in the issue areas of
protecting our kids, bullying and harassment, drugs/alcohol use and abuse,
traffic and driving safety, inactive neighborhoods and communication.
A timeline for implementation of each objective is also proposed for Council
consideration. The Committee recommends these 2009 work objectives for
adoption by the City Council.
Conclusion
The Council should determine if it wishes to endorse the 2009 recommended
objectives submitted by the Community Safety Advisory Committee.

ISSUES:
The Committee took care to make the objective's representative of the five issue
areas the previously identified. The Committee was aware of and sensitive to
the initiatives of staff and funding. The objectives are intended to be responsive
to these issues. Finally, the objectives have been prioritized and placed within a
timeline for completion.
Completion of the objectives requires cooperation from the National Center for
Missing and Exploited Children, the Prior Lake Police Department, Scott County,
Prior Lake-Savage School District, community civic groups and the City Council.
FINANCIAL
IMPACT:
The financial impact of the proposed objectives has been minimized. The Rotary
has agreed to pay for the Intoxiclock. If it is used four times during 2009, the
costs would be limited to personnel time. The Rotary is also paying for CLIMB
Theatre. The National Center for Missing and Exploited Children will pay for the
Train the Trainer program. NetSmartz is a computer training program which
would be offered by the Prior Lake Police Department in cooperation with the
School District. The standardization of background checks, the pledge program
for students parking at the school and the social host ordinance all have minimal
costs.
AL TERNATIVES:
1. Adopt the report as recommended which assumes staff implementation.
