The plans you routed for this project do not include enough information to do
even a preliminary review. The zoning issues to be considered include:
. Parking
. Height of structure
. Setbacks
. Architectural materials
. Roof-top mechanical equipment, if any
. Any other zoning requirements
Since this is a change to an existing building, the entire site must meet all current
zoning requirements.
This project will also require DRC review, as all commercial and industrial
buildings do.
I have attached a copy ofthe C-5 district requirements and the relevant portions of
the General Performance Standards for your information. You may want to
forward this information to the architect for the project. Once we have more
complete information, we can do a preliminary review of the plans as time
permits.

Following are the results of the preliminary plan review for the EM Products Office Addition.
Our review was based on the Minnesota State Building Code (MSBC) which adopted with
amendments the 1997 Uniform Building Code (UBC) with handicap regulations of the
Minnesota Accessibility Code Chapter 1341 and with requirements of the 1998 Minnesota State
Fire Code (MSFC) which adopted with amendments the 1997 Uniform Fire Code (UFC).
1. Submit signed architectural, structural plans. The exterior wall panels are being
structurally altered with the addition of windows and doors.
2. Submit the Structural Engineers requirements for Special Inspections UBC 1701.5. See
enclosed. .
3. Submit signed HV AC, and sprinkler plans. May be submitted at a later date.
4. Provide a movable partition layout.
5. Ventilation for the building must meet UBC chapter 12. Provide 15 CFM of
ventilation.
6. Provide the Illumination Budget Calculation Summary, MN Energy Code Part
7670.080.
7. A S.A.C. determination must be completed by the Metropolitan Waste Control
Commission. Contact Jody Edwards at 651.602.1113.
8. Submit Energy Envelope Calculations. MN Energy Code 7670.0100
9. Provide a Code analysis of the building. With addition of the offices to the mezzanine,
the building changed from a single story into a two story building.
10. Provide an exterior landing at new exit door. UBC 1003.3.1.7
11. Provide fire extinguishers minimum 2A10BC rated, within 75 feet travel distance of
all areas. UFC 1002.
16. Provide exit signs at exit doors. UBC 1003.2.8.2.
12. Post occupant load sign in room any Future Meeting Rooms. UBC 1007.2.6.
13. Provide emergency lighting in the office. At the time of movable partition
installation, a final determination will be made as to the visibility of exit pathways.

14. A monitored alarm system required with over 20 sprinklers. MSFC 1003.3.1
This is a preliminary review only. Other code items will be addressed when the final
plans are submitted. The building plans must be reviewed by the Planning and Building
Departments.

contractor applies for a building permit. This should not have to go to the DRC. Please
