RESOLUTION SUPPORTING IMPROVEMENTS TO
AID HIGHWAY 21 / STATE TRUNK HIGHWAY 13 INTERSECTION

WHEREAS, The City of Prior Lake recognizes that the City and region are growing rapidly, as
is the associated traffic volume, and the City is concerned about the safety of its
traveling public, and
WHEREAS, The City of Prior Lake, in partnership with Scott County, and the Minnesota
Department of Transportation have begun the process of studying the Scott
County State Aid Highway 21 / State Trunk Highway 13 intersection, and
WHEREAS, The City of Prior Lake 2020 Vision and Strategic Plan identifies the need to
improve the Scott CSAH 21 / State TH 13 intersection, and
WHEREAS, The City of Prior Lake, Scott County, and the Minnesota Department of
Transportation agree that short and long term roadway improvements are needed
to accommodate traffic at the CSAH 21 / TH 13 intersection, and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA,
that:
1. The recitals set forth above are incorporated herein.
2. The City of Prior Lake supports a modification of the signal system to allow split phasing on CSAH 21
at State TH 13 as a temporary safety improvement.
3. The City of Prior Lake supports long term permanent safety improvements at this intersection.
4. The City of Prior Lake will support an effort by Scott County to apply for Hazard Elimination Safety
funding when solicited in 2003 for funding in 2006 - 2008 for the long term safety improvements at this
intersection.
5. The City of Prior Lake will support Scott County in completing a study which will develop a long term
vision for the CSAH 21 / TH 13 intersection, and the CSAH 21 corridor from CSAH 82 to CSAH 27.
