Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT DECEMBER 15, 2008 5H BILL O'ROURKE, CHIEF OF POLICE CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE OF TWO (2) 2009 FORD CROWN VICTORIA POLICE INTERCEPTORS AND ONE (1) DODGE CHARGER THROUGH THE STATE COOPERATIVE PURCHASING PROGRAM. Introduction The Police Department requests the Council's approval to order three squad cars that have previously been approved and adopted in the preliminary 2009 Budget. Historv Like most metropolitan communities, the City purchases police vehicles through a State Cooperative Purchasing contract. Under this arrangement, the State prepares specifications, which reflect the needs of the police agencies, and solicits bids for their procurement. Once the bid is awarded, the participating cities purchase their vehicles using the State bid pricing. Our experience has shown that using these vehicles for approximately 18 months as our primary police vehicles is optimum both from a cost and safety perspective. Each year, with the purchase of new squads, the Police Department rotates its older models to other City departments (i.e., Engineering and Building Inspections) thus getting extended use from the vehicles. Older vehicles are then disposed of. Current Circumstances For more than 25 years, the Michigan State Police -has conducted extensive evaluations of the performance capabilities of each new model year's police vehicles as part of its annual procurement process. Since 1981, the National Institute of Justice (NIJ) through its National Law Enforcement and Corrections Technology Center has sponsored these tests through a partnership with the Michigan State Police. By disseminating these results to State and local law enforcement agencies, NIJ helps theses agencies select vehicles that maximize their budgets and ensures that evaluated vehicles provide reliable and safe performance under the increased demands of police service. For the purposes of the Michigan State Police evaluation, "police-package" vehicles are those that are designed and manufactured for use in the full spectrum of law enforcement patrol service, including pursuits. The "police-package" vehicles tested for 2009 include the Ford Police Interceptor, the Chevrolet Impala, and the Dodge Charger. None of the police package vehicles is available in any sort of alternative fuel design. www.cityofpriorlake.com Phone 952.447.9800 / Fax 952.447.4245 FINANCIAL IMPACT: The new Crown Victoria Police Interceptors for 2009 are $21,965.36 each and the Charger, equipped to our specifications is $22,530.85 for a total of $66,461.57. The Department budget contains $72,000.00 for the purchase of three patrol vehicles. This total is $992.00 less than we paid for three squad cars for 2008. ALTERNATIVES: 1) Adopt the Resolution authorizing the purchase of three 2009 squad cars for a total cost not to exceed $66,461.57. 2) Deny approval and direct further action. Prior Lake, MN 55372-1714 RESOLUTION 08-XX A RESOLUTION APPROVING THE PURCHASE OF SQUAD CARS UNDER THE STATE OF MINNESOTA COOPERATIVE PURCHASING PROGRAM MOTION BY: SECOND BY: WHEREAS, the police budget for 2009 provides for the acquisition of three replacement police squads; and WHEREAS, bids have been solicited and received by the State of Minnesota Cooperative Purchasing Program for full-sized 2009 Ford Crown Victoria Police Interceptor and Dodge Charger squad cars. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that: 1. The recitals set forth above are incorporated herein. 2. The Police Department is authorized to purchase three squad cars using the State of Minnesota Cooperative Purchasing Contract. 3. Staff is directed to place an order for the purchase of three police vehicles (two (2) 2009 Ford Crown Victoria Police Interceptors and one (1) 2009 Dodge Charger) in an amount not to exceed $66,461.57. 4. Funding is approved contingent upon the passage of the 2009 budget and funds will come from the 2009 General Fund. Adopted this 15th day of December 2008.
