Home My WebLink About10A - 2009 Official City Fee Schedule MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: DECEMBER 15, 2008 10A Jerilyn Erickson, Finance Director CONSIDER APPROVAL OF THE 2009 OFFICIAL CITY FEE SCHEDULE Introduction The purpose of this agenda item is to consider approval of the 2009 Official City Fee Schedule. The fee schedule identifies those types of service charges and license fees charged on a user basis to recover city-associated costs as directed by the City Council in an effort to reduce reliance upon the property tax. The intent is that the user who benefits should pay the ultimate cost of the service provided. Historv Staff reviews the fee schedule as a part of the annual budget process and makes recommendations for changes or additions as needed. It is my understanding that the changes recommended for the storm water charge and the MCES SAC charge were discussed at the 2009 budget work sessions. In March, 2008, council approved a multi-year fee schedule for on-sale intoxicating licenses. The remaining changes in the proposed fee schedule are recent requests made by city staff. A copy of the proposed fee schedule was included in your budget workbook prior to the truth-in-taxation public hearing. Current Circumstances Attached is the proposed 2009 Official City Fee Schedule that lists all license fees and service charges. I 11. m $50.00ml $5970.00 i $2000.00 I Storm water charges are proposed at a level to cover increased street sweeping and water quality maintenance costs including the salary and benefits associated with .5 FTE that was reallocated from the General Fund to www.cityofpriorlake.com Phone 952.447.9800 / Fax 952.447.4245 the Water Quality Fund; to meet water quality needs on neighborhood reconstruction projects; and to meet pond and water quality structure cleaning needs. Delinquent utility account - door hanger charge is a new fee proposed to fund the staff time required to place notifications on the doors of property with delinquent water and sewer utility bills. Continued non-payment results in a subsequent trip by staff to shut off the utilities. Customer lists (annual charge) is a new fee proposed to fund the staff time required to compile a list of properties that have new tenants or owners. Certain local businesses request this list on a monthly basis for marketing purposes. The Welcome Wagon would not be charged this fee. On sale intoxicating license fee increases were approved by council resolution in March, 2008 for the years 2008-2010. The change from 2008 to 2009 is $335. The MCES SAC (sewer availability charge) increase of $175 from $1825 to $2000 is required by the Metropolitan Council Environmental Services. The fee helps pay the capital costs of construction of the Metropolitan sewer interceptor system. This rate has increased incrementally by $50-150 each year since its inception. The annual charge for providing copies of the agenda and minutes for the City Council, EDA and Planning Commission are proposed to be deleted from the official fee schedule. This information is available on the City of Prior Lake website. Requests will be directed to the website. ISSUES: Revenue categories in the proposed 2009 Operating Budget are based upon the attached fee schedule. Prior Lake has a history of charging fees in proportion to city expenses for services for which a discrete benefactor can be identified. This practice is consistent with our Financial Gold Standards in which we seek to establish a 60-40 relationship between tax levy and non-tax revenue sources. ALTERNATIVES: The following alternatives are available to the City Council: 1. Approve the 2009 Official City Fee Schedule as presented 2. Approve the 2009 Official City Fee Schedule subject to specific Council amendments 3. Delay action if the Council requires Cidditional information.
