HomeMy WebLinkAbout5C - AFB 2009 Street Overlay Project 09-012 MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: JANUARY 5, 2009 5C CRAIG ELDRED, STREET AND UTILITIES SUPERVISOR CONSIDER APPROVAL OF A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE 2009 STREET OVERLAY PROJECT 09-012 Introduction The purpose of this agenda item is to seek City Council approval of the plans and specifications and authorize the advertisement of bids for the 2009 street overlay identified in the 2009 Prior Lake budget documents. Historv Each year the City Council adopts the city budget which includes funding for street overlay improvement projects. To ensure that the Council is aware of and supportive of street maintenance, staff is seeking approval of the plans and specifications and authority to advertise for bids to complete street overlays in the City. Current Circumstances Staff utilizes a pavement management system for rating the condition of streets throughout the City. Staff then uses this system as a tool when identifying ar- eas for maintenance and repair. The following street overlays have been identified for reconstruction/maintenance and repairs in 2008: 1. Full length road overlay. I Route I Wilds Parkway I Fremont Description Wilds Maintenance Garage to CSAH 82 15531 Fremont to Northwood Road 2. Utility (watermain/sewer) repair area paving. I Route I Glynwater Trail I Lemley Circle I Wildwood Trail intersections Description 28' x 300' 28' X 200' 32' X 50' and 32' x 140' 3. Neighborhood maintenance resurfacing directed as part of Resolu- tion 08-099 accepting Brooksville Hills Preliminary Engineering Report. The 2009 overlay portion of Wilds Parkway will be the final segment in a series of three years of overlay improvements for the Wilds Park- way area. Continued maintenance of our City streets will reduce the need for costly reconstruction in the near future, therefore reducing costs overall. FINANCIAL IMPACT: Funds for these projects are budgeted and will be drawn from the Street De- partment portion of the General Fund budget. Repairs in category 1 are to be funded from the street budget. Those in category 2 will be funded from the util- ity fund as they are part of the restoration required due to watermain repairs. Category 3, 150th and Prior South will be included in the City's 2009 429 Bond- ing for the street reconstruction project. ALTERNATIVES: 1. Approve a resolution approving plans and specifications, and authorizing the advertisement for bids for selected street overlays. 2. Table this agenda item for a specific reason. 3. Prior Lake, MN 55372-1714 RESOLUTION 09-xx A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE 2009 STREET OVERLAY PROJECT 09-012 Motion By: Second By: WHEREAS, The City of Prior Lake is committed to improving the streets within the City by providing continued maintenance; and WHEREAS, Improved street conditions provide residents the opportunity of safe travel while commuting on City streets; and WHEREAS, Continued maintenance of City streets will reduce the need of costly reconstruction in the near future; WHEREAS, The following street overlays have been identified by staff for construction in 2009: I Route I Wilds Parkway I Fremont and Description Wilds Maintenance Garage to CSAH 82 15531 Fremont to Northwood Road WHEREAS, Staff has identified the following maintenance repair areas for cost savings: I Route I Glynwater Trail I Lemley Circle I Wildwood Trail intersections and Description 28' x 300' 28' X 200' 32' x 50' and 32' x 140' WHEREAS, Staff has identified the following maintenance resurfacing overlay alternatives for cost savings: I Route I 150tn Street Prior South Description TH 13 to 6366 150tn Street Blind Lake, Cedar Circle, Dublin Road, Hillcrest Street, Lvons Avenue and Tacoma Circle and NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Council approves the plans and specifications and authorizes advertisement for bids for the street overlays as identified in the Capital Improvement Program. The funding for the street overlays shall come from the Street Department portion of the 2009 General Fund budget. Specific funding authorization will be established by the resolution awarding bids.
