CONSIDER APPROVAL OF A RESOLUTION APPROVING
MISCELLANEOUS IMPROVEMENTS FOR CITY HALL
Introduction
The purpose of this agenda item is for the City Council to approve payment for
the additional sidewalk and concrete patiollanding improvements completed at
City Hall in 2008.
Historv
The City Hall project included various sidewalk and access improvements as
part of the original contract with Shaw Lundquist. Upon completion of
construction two issues were identified related to the function and use of City
Hall. These issues were:
1) The parking agreement with Holy Trinity Church was initiated and
completed after substantial completion of City Hall. This agreement
allows the City to utilize the church parking lot for staff parking. In the
winter staff access from this lot requires staff to cross at a non-corner
location and use parking driveway access on the west side the building
for access. This driveway was not designed to be a pedestrian access
and therefore becomes quite slippery during winter months. During the
first full winter at City Hall two employees suffered what could have
been serious falls due to the grade of the access. Several other minor
slipping incidents have also occurred. For that reason City Staff
explored options related to constructing better pedestrian access. In
order to ensure safety a new curb opening, ped ramp and sidewalk
section was constructed immediate across from the pedestrian ram
located in the NW quadrant of the Arcadia/Dakota intersection.
2) The rear access to the City Hall lunchroom which is used for staff
lunches and recreation department activities did not have a concrete
landing or patio area constructed as part of the City Hall project. This
access was constructed to provide a small exterior location for
employee use and recreation department programs. Maintenance of
this area as a grassed area was continuous due to activities. In order
to reduce maintenance and improve functionality the City installed a 20
foot by 20 foot concrete landing/patio area.
Current Circumstances
The above improvements were completed this fall with the intent of being
included as part of the final payment agenda for City Hall. Because the final

City Hall payment will not be processed in 2008 these items need to be
approved separately to ensure payment in accordance with City Purchasing
requirements. The total cost of these items was $2,500.
These items were determined to be necessary as part of the operation of City
Hall and are not part of the contract with Shaw Lundquist. The City Manager
deemed completion of these items important to the use and operation of City
Hall and they were completed accordingly. Construction of these items was
included in the fall 2008 curb and sidewalk repair and improvements for
$2,500.
Funding for these items is available in the construction fund for City Hall. To
ensure compliance with approved accounting standards for the City these
items need to be approved for payment at this time. Sufficient funding remains
in the account to make final project payment (expected sometime in mid 2009)
since some of the remaining work requires warmer weather.
1. Approve a resolution authorizing payment for miscellaneous concrete
improvements at City Hall from account 420-70205-530.
2. Deny this agenda item for a specific reason and provide staff with
direction.
3. Table this item to a certain date in the future

RESOLUTION 09-xx
A RESOLUTION APPROVING THE MISCELLANEOUS CONCRETE IMPROVEMENTS
FOR CITY HALL PROJECT

WHEREAS, The City entered into an agreement with Holy Trinity Methodist Church that provided
staff parking for the City; and
WHEREAS, The City did not realize that the street crossing from the Church parking lot to City hall
would be difficult during winter months when ice and snow are present; and
WHEREAS, Creation of a new pedestrian crossing was considered important to the safety of
pedestrians; and
WHEREAS, The contract for the construction of City Hall did not include a concrete landing or
patio area at the rear access to City Hall which limited use of the area and caused
maintenance issues; and
WHEREAS, A small patio area was constructed to resolve the use and maintenance issues; and
WHEREAS, City financial standards require these items to be approved for payment as part of the
2008 invoices.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. Payment in the amount of $2,500 is authorized for concrete sidewalk construction and patio
improvements at City Hall.
3. Funding for the installation of the sidewalks and patio shall come from account #420-70205-530.
