Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MEETING DATE: January 5, 2009 AGENDA #: 10C PREPARED BY: Frank Boyles, City Manager AGENDA ITEM: CONSIDER APPROVAL OF APPOINTMENTS TO CITY ADVISORY COMMITTEES DISCUSSION: Introduction The purpose of this agenda item is to request Council approval of interview committee recommendations for appointments to various advisory committees. History The City staff and Council have been working on some major revisions to the bylaws of the City Council and its various advisory committees. The bylaws of advisory committees (except the Traffic Safety Advisory Committee which is part of tonight's agenda) were approved on November 17, 2008. Because the bylaw revisions were not adopted by October 31 (the normal date for advisory body member terms to end), we asked all incumbents whose terms were scheduled to terminate to serve through the remainder of 2008. They all agreed to do so. Current Circumstances The approval of the new bylaws made some fundamental changes in our advisory committees. Because the Council recognizes the complexity of the job of advisory committee members, they extended term limits for all advisory committees from six years (two terms) to nine years (three terms). In addition, tc provide more opportunity for resident participation, the size of the Parks Advisory and Lakes Advisory Committees were allowed to increase to seven members rather than five. In December we advertised for candidates to all the advisory bodies. We received a response from fifteen persons between incumbents wishing to be re- appointed and new applicants. In December, we interviewed the candidates for Parks, Lakes and Planning using the sub-committee format set forth in the bylaws. Councilmembers Erickson, Hedberg and LeMair participated in the interview process as liaisons to the Parks, Lakes and Planning bodies, respectively. Shown below is a matrix which identifies the interview committee members, vacancies for each body, applicants interviewed for each body and committee recommendations to the City Council. Since there is a possibility of a Planning Commission vacancy in the next few months, the additional applicants could prove helpful in filling that vacancy if it occurs. We intend to ask the others if they have interest in serving on vacancies on the Traffic Safety, Technology and Communications, and Economic Development Advisory Committees and interview th em using the sub-committee process in the near future. FINANCIAL There is some incremental cost and time increase to staff in supporting seven IMPACT: rather than five members on advisory committees. This cost is offset by the fact that more citizens are active in local government affairs. ALTERNATIVES: 1. Adopt the resolutions approving the recommendations for appointment as submitted by the sub-committees. 2. Adopt the resolutions with amendments. 3. Take no action and direct the staff accordingly. I feel that I have a strong knowledge of how governmental bodies work, from both my formal education with a degree in Political Science to being involved in different committees throughout our area. I feel that our parks set us apart from other cities in the Twin Cities area, and I want Prior Lake to continue to provide great parks and programs for its citizens, both in the short and long term. My knowledge of real estate law would be beneficial to the Planning Commission and Economic Development Advisory Committee. I grew up on a small farm in southeastern Minnesota and have a strong interest in the outdoors, wildlife, landscaping and flower gazdens, all of which would be beneficial to the Pazks Advisory Committee. Briefly describe your interest in this position and how you can serve the community: Since I am both a resident and attorney employed in Prior Lake, I want to see the City prosper. I also want to become more involved with the community and its anticipated growth. Finally (and honestly), I desire to increase the amount of business "networking" on my part to ensure the prosperity and longevity of my law practice here in Prior Lake. It is also to take responsibility for the Human Resources tasks and functions noted below.
