HomeMy WebLinkAbout10D - CR 83 Reconstruction Layout MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: ISSUES: CONCLUSION: JANUARY 5, 2009 100 STEVE ALBRECHT, DIRECTOR OF PUBLIC WORKS CONSIDER APPROVAL OF A RESOLUTION APPROVING THE CR 83 RECONSTRUCTION LAYOUT Introduction The purpose of this agenda is for the City Council to approve the layout for the CR 83 Reconstruction between CR 42 and the northern City limits. Historv CR 83 has been previously reconstructed in segments, however the portion of CR 83 between CR 42 and 1 th Avenue in Shakopee is under-designed. This segment of two lane roadway does not currently meet capacity and safety needs. The roadway traffic volumes are expected to more than double by 2030. This project has not been rated as a top priority by the City's of Prior Lake, Shakopee or Scott County due to funding constraints. The Shakopee Mdewakanton Sioux Community (SMSC) however rates this as a top priority for reconstruction. Current Circumstances The SMSC has agreed to contribute an estimated $5 million towards the project design and construction cost. Additionally the SMSC has agreed to front the funding for the project recognizing that neither City has funding available in the near future for the project. In the case of Prior Lake they propose that our estimated share of $67,000 would not be repaid in 2015. Only two parcels fronting CR 83 are not owned by the SMSC in Prior Lake. Due to the limited non-SMSC property the City has no intersections and limited facilities planned in the corridor. The proposed layout is consistent with City design requirements as shown on the attached exhibit. This project is not included in the City's 10 Year Transportation Plan. The City is being asked to contribute an estimated $67,000 in 2015 for the reconstruction of CR 83 in 2009 and 2010. This amount is minimal and can be added to the City's Transportation Plan in 2009. By constructing this project at this time with SMSC funding there is an estimated savings of $5 million to the cities and County. Prior Lake's direct savings is estimated to be $100,000 (including design costs) . This project is a great leverage of funding for the cities and County. This roadway does impact Prior Lake residents and so its improvement is a benefit to the City. This approval is only for purposes of design confirmation and does not obligate the City to any costs. The County will propose a Cooperative Agreement later this winter for Council consideration and approval which will detail the City's actual costs. ALTERNATIVES: 1. Approve a resolution approving the layout for CR 83 with any City Council modifications. 2. Deny this agenda item for a specific reason and provide staff with direction. 3. Prior Lake, MN 55372-1714 RESOLUTION 09-xx APPROVING CR 83 RECONSTRUCTION LAYOUT Motion By: Second By: WHEREAS, CR 83 between CR 42 and 17th Avenue is currently two lanes and under capacity; and WHEREAS, Scott County does not have any funding available in its Transportation Implementation Plan to upgrade this segment of roadway; and WHEREAS, The Shakopee Mdewakanton Sioux Community has agreed to finance the project and pay 60% of the costs if the project is completed by 2010 which will save the City of Prior Lake an estimated $100,000; and WHEREAS, Approval of the proposed roadway layout for CR 83 does not obligate the City to any cost participation until the City approves the cooperative agreement; and WHEREAS, The proposed roadway layout as presented to the City Council on January 5th addresses City transportation and pedestrian facility needs. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. City Staff is directed to modify the City's Transportation Plan to include repayment of the City's portion of the CR 83 Reconstruction project in 2015.
