CONSIDER APPROVAL OF A RESOLUTION APPROVING
AN AMENDMENT TO THE COMPREHENSIVE PLAN FOR
THE PROPERTY LOCATED ON THE SOUTH SIDE OF CSAH
21, Y, BLOCK NORTH OF COLORADO STREET, DIRECTLY
WEST OF DULUTH AVENUE AND EAST OF WEST AVENUE

Introduction: The City Council has initiated an amendment to the
2020 Comprehensive Plan Land Use Map on approximately 5 acres of
land located on the south side ofCSAH 21, Y, block north of Colorado
Street, directly west of Duluth Avenue and east of West Avenue, from
R-L/MD (Low to Medium Density Residential) to C-TC (Town
Center).
The City Council considered this amendment on August 4, 2003. The
Council determined that the Comprehensive Plan amendment was
necessary for the benefit and success ofthe 2020 Vision and Strategic
Plan to extend the downtown area to the lake, and that C- TC was the
appropriate designation. The Council directed staffto prepare a
resolution approving the proposed amendment for consideration as a
consent item on the August l81h City Council agenda.
Conclusion: The attached resolution includes findings based on the
discussion by the City Council at the August 4, 2003 meeting. This
resolution approves the proposed amendment to the C- TC designation.
Bud/{et Impact: There is no direct budget impact involved in this
request.
The City Council has three alternatives:
I. Adopt a resolution amending the Comprehensive Plan as
requested.
2. Continue the review for specific information or reasons per City
Council discussion.

3. Find the Comprehensive Plan amendment inconsistent with the
purpose and intent ofthe Comprehensive Plan and deny the
request. In this case staff should be directed to prepare a resolution
with findings of fact.

WHEREAS, The Prior Lake City Council initiated an amendment to the City of Prior Lake
2020 Comprehensive Plan Land Use Map from the R-UMD (Low to Medium
Density Residential) designation to the C-TC (Town Center) designation for the
property legally described as follows:
All that part of the Northeast Quarter of the Northwest Quarter and the
Northwest Quarter of the Northeast Quarter and that part of Government Lot 1,
all in Section 2, Township 114, Range 22, Scott County, Minnesota, described
as follows:
Beginning at a point on the west line of Block 16, Prior Lake, distant 145.00 feet
north of the southwest corner of said Block 16; thence westerly to the northwest
corner of Lot 2, Block 2, West Side Addition to Prior Lake; thence continuing
westerly along the north line of Block 2, West Side Addition to Prior Lake, to the
northeast corner of Lot 10, Block 2, of said plat; thence northerly along the
northerly extension of the east line of said Lot 10, to the southerly right-of-way
line of County Road No. 21; thence southeasterly along said southerly right-of-
way line to the intersection with the west line of said Block 16, Prior Lake; thence
southerly along said west line of Block 16, to the point of beginning. Excepting
therefrom the east 73.00 feet.
And
Commencing at the northwest corner of Lot 14, Block 2, West Side Addition to

Block 2, West Side Addition, in the Village of Prior Lake, Scott County,
Minnesota, described as follows:
Beginning at a point 207.7 feet west and 5 feet south of the southwest corner of
Block 16, in said Village; thence north parallel with the west line of Block 16, 150
feet; thence west 30 feet; thence south 150 feet; thence east 30 feet to the point
of beginning.
and
WHEREAS, Legal notice of the public hearing was duly published and mailed in accordance
with Minnesota Statutes and Prior Lake City Code; and
WHEREAS, The Planning Commission conducted a public hearing on July 14, 2003, for
those interested in this request to present their views; and
WHEREAS, On August 4, 2003, the Prior Lake City Council considered the proposed
amendment to the 2020 Comprehensive Plan Land Use Map to change the
designation of the above described property to the C-TC (Town Center)
designation and;
WHEREAS, The City Council received the staff reports, Planning Commission minutes and
other information; and
WHEREAS, The City Council has carefully considered the testimony, staff reports and other
pertinent information contained in the record of decision of this case.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that:
1. The above recitals are incorporated herein as if fully set forth.
2. The City Council hereby adopts the following findings of fact:
(a) The amendment is consistent with the goals and objectives of the 2020 Comprehensive
Plan.
(b) The amendment is necessary for the benefit and success of the 2020 Vision and
Strategic Plan to extend the downtown area to the lake.
(c) The C-TC is the best use of the property.

3. The proposed amendment to the 2020 Comprehensive Plan Land Use Map to designate the
following described property as C-TC (Town Center) is hereby approved:
All that part of the Northeast Quarter of the Northwest Quarter and the Northwest Quarter of
the Northeast Quarter and that part of Government Lot 1, all in Section 2, Township 114,
Range 22, Scott County, Minnesota, described as follows:
Beginning at a point on the west line of Block 16, Prior Lake, distant 145.00 feet north of the

Beginning at a point 207.7 feet west and 5 feet south of the southwest corner of Block 16, in
said Village; thence north parallel with the west line of Block 16, 150 feet; thence west 30
feet; thence south 150 feet; thence east 30 feet to the point of beginning.
4. Approval of this amendment is subject to the approval of the Metropolitan Council.
