The purpose of the inspection was to evaluate the existing site and building conditions such that necessary alterations required to meet current building code for the proposed automobile repair shop can be addressed. Attached is a memorandum from the Building Official documenting the required changes and information necessary to occupy the structure. Such items would be included as a part of the CUP and must be completed prior to occupancy. The site plan items (parking, landscaping, lighting, etc.) will be addressed with the review of the Conditional Use Permit. At this time, we have not published your CUP request for a public hearing due to an incomplete CUP application and your review of the required building code issues. We will begin processing your CUP application upon submittal of the following: 1. A letter stating the proposed use and number of bays used on site for repair. Address outdoor storage and hours of operation. 2. Specific square footage and dimensions of proposed interior uses. The plan submitted does not indicate dimensions. This information is needed to determine parking and building code requirements. Should you choose to withdraw your application, a letter must be submitted. Hutchins RE: Sebastian Automotive Following are the results ofthe preliminary plan review for Sebastian Automotive. Our comments are based on the Minnesota State Building Code (MSBC) which adopted with amendments the 1997 Uniform Building Code (UBC) with handicap regulations of the Minnesota Accessibility Code Chapter 1341. Also requirements of the 1998 Minnesota State Fire Code (MSFC) which adopted with amendments the 1997 Uniform Fire Code (UFC). 1. Submit a building permit application. 2. Submit two set of building plans signed by a Architect registered in the State of Minnesota. Minnesota Statutes 1800.5200. 3. Architect must complete a Building Code analysis on the proposed use. UBC Chapter 5. Include the following: a. Occupancy Classification and occupancy separation requirements. b. Type of Construction c. Location on Property d. Allowable Floor Area e. Height and number of stories f. Exiting calculations 4. Submit a Certificate of Survey. 5. A Service Availability Charge (S.A.C.) determination must be completed by the Metropolitan Waste Control Commission. Contact Jody Edwards at 651.602.1113. 6. Provide on plan emergency lighting and exit signs. UBC 1003.2.8 7. Provide fire extinguishers minimum 2A10BC rated, within 75 feet travel distance of all areas. UFC 1002. 8. An automatic fire-extinguishing system shall be installed in a H-4 occupancy having a floor area of more than 3000 square feet. UBC 904.2.6.2. An H-4 occupancy classification is defined as a Repair garage. UBC 307.1.1 . ~ . .. ,. 9. Provide types and quantities of flammable/combustible products. Provide MSDS documentation. 10. Two exit doors which swing in exit travel path are required from Repair Garage H-4 occupancy. UBC 1007.4 11. If structural alterations are made, the alteration must be designed by a Structural Engineer registered in the State of Minnesota. Minnesota Statutes 1800.5200. 12. Repair Garages shall have a separator installed into which all oil, grease, and sand bearing and/or flammable wastes shall be discharged before emptying into the building drainage system. Minnesota State Plumbing Code 4715.1300 Subpart 6 and 4715.1120 13. Provide minimum of one HDCP parking stall and sign. Number will depend on amount of parking stalls required by Planning Dept. MSBC 1341.0403 Item E, Subitem 1 14. If a sales counter is provided, a HDCP accessible horizontal counter space of 36" and a maximum height of36" above the finished floor is required. MSBC 1341.0720 Subpart 1 15. Provide an HDCP accessible route to a HDCP accessible toilet facility. UBC AII12.1.2 16. Submit signed HV AC and plumbing plans. May be submitted at a later date. Separate mechanical and plumbing permits are required. An Electrical permit is required from the Minnesota State Board of Electricity. 17. Ventilation for the building must meet UBC chapter 12. Provide 15 CFM of ventilation per occupant in the Reception area and 3/4 CFM per square foot of floor area of ventilation air in the Repair Garage. This is a preliminary review on concept plan only. The plan consists of a partial survey and a site visit on April 28, 2000.
