1. CALL TO ORDER:
Meeting called to order at 6:00 pm by Chair Feriancek.

2. APPROVAL OF DECEMBER AGENDA:
Motion to approve the agenda was made by Kyle Haugen, Second by Ron Ceminsky; motion
carried
3. APPROVAL OF NOVEMBER MEETING MINUTES:
Motion to approve the meeting minutes by Kyle Haugen, Second by Kendall Larson; motion
carried
4. PAC BYLAWS UPDATE:
Kansier: Gave an overview of the committee member term limits, code of ethics, etc. See
attached bylaws.
No formal action required.
5. HOCKEY RINK MAINTENANCE SCHEDULING & PROCEDURES:
Friedges: City Parks Maintenance Department floods and maintains 15 pleasure rinks and 2
hockey rinks in Prior Lake each winter. The pleasure rinks located in the neighborhood parks are
flooded in the in field part of the baseball field. It is restricted to this area because if we flooded
onto the grass knot weed would develop and overcome the grass. The only way to get rid of the
knot weed would be to apply a "Round Up" type product and kill everything, including any
remammg grass.
For safety purposes we have 2 people on each crew while flooding at night.
Some of the pleasure rinks are also lighted for night use.
Angie Barstad and I met with the Greg Crawford and Chris Clemons of the Prior Lake-Savage
Hockey Association to discuss the responsibilities the City and the Association has with the
Lakefront ice rinks. The City will remove snow off all the rinks after each snow event of 1" or
more. (This does not include the pleasure rink on the pond). The Association will zamboni all the
rinks after the last event every day 7 days a week so it is ready by the next day for all park users.
They will also remove the snow from the pleasure rink on the pond after each snow event. Rink
maintenance will occur until mid February, weather permitting. In addition to rink maintenance,
the Hockey Association will be responsible for all interior maintenance of the building where the
Zamboni is stored.
Barstad: If the Association is unable to meet all their responsibilities they will not be guaranteed
a sheet of ice. They will either have to pay to reserve a sheet of ice for a specific date/time or use
the rinks on a first come first serve basis. Gary and Chris will be forwarding all this information
onto the Association's board.
K. Haugen: How does the rink scheduling work now?
Barstad: The Association has primary use of the ice rink closest to the parking lot during open
hours for games and practices at no cost. The other hockey rink and 2 pleasure rinks are first
come first serve for all park users.
Loose: Who would clean the ice if the Association did not?
Barstad: City Parks Maintenance would take on that responsibility.
Larson: How would the City Zam?
Friedges: The City would not take over the zamboni machine. The City has a truck that would
shave the ice. It would not do as good of a job on the ice as the zamboni would do on cold days,
below 10 degrees, but it would do a nice job on the days that are 10 degrees +.
Larson: How long has the Association been cleaning the ice?
Friedges: 5 years
Feriancek: Was the association plowing the snow off the ice?
Friedges: Yes, originally they were plowing but that has changed because of issues with timely
snow removal.

6. WINTER MAINTENANCE POLICY
Friedges: Currently the Parks Maintenance Department plows the parking lots of City Hall, the
police station, maintenance building, the 2 fire stations, library, park and ride, neighborhood
parks with pleasure rinks, fish house accesses, sidewalks and street on Arcadia, Main and
Dakota. We do over 60 miles of trail and sidewalks. All areas that are plowed are put into
priority (low - high) depending on safety. High priority areas are done within 12 hours.
Ceminsky: Has the City reduced any services your department offers due to budget cuts?
Friedges: Not at this time.

7. PROJECTIUPDATES
Friedges: Due to all the recent back to back snow events Parks Maintenance has been busy
plowing and flooding rinks. There are currently no updates on the projects discussed at the
November meeting.

8. RECREATION UPDATES BY ANGIE BARSTAD
Barstad: Club Prior will celebrate its 1 st anniversary on 1/6/09 from 9am - 3pm with cake and
door prizes.
The Winter Blast will be held at Lakefront Park on III 7/09 from lOam - noon. This is FREE
family fun with sliding/skating, music/juggler, snow sculpting contest judged by the 4H and
crafts, donuts, hot chocolate and much more.
The warming house will open on 12/20/08 at lOam. Hours are Saturdays lOam - 9pm, Sunday,
noon - 7pm, Monday - Friday 4-9:30pm while school is in session and Monday - Friday 10am-
9pm during the holiday break.
Due to the hard economic times the City Council approved several budget cuts on 12/15. One of
these cuts was the lifeguard staff at both beaches. Concessions will still be offered at both
beaches and there will still be a parking attendant at Sand Point Beach to collect the parking fees.

9. FUTURE MEETING DATE - Januarv 15th. 2009 (6nm).
Motion to adjourn was made by Ron Ceminsky and second by Kelly Loose, motion carried. The
meeting adjourned at 7:00 p.m.
