EROSION CONTROL MEASURES
FOR BUILDING CONTRACTORS
Whenever grading or excavating for the purpose of constructing a building occurs, the City of
Prior Lake erosion control standards must be applied. The standards will reduce the erosion of
soils into the City's storm sewers, waterways and roads. This handout provides you with the
information you need to comply with these standards.
An erosion control plan will be created for the site as part of the permit review process, Failure to
comply with the approved plan during construction will result in the loss of the $1,500,00 deposit,
plus the builder will pay for the cost of the correction work,
Build a rock construction entrance and erect silt fence,.
The silt fence will be in place prior to the footing inspection. The rock construction entrance will
be constructed concurrently with the backfilling of the footings. Silt fence will be required, as
needed, to intercept water flowing off the lot. Silt fence perpendicular to and across rear or side
drainage swales shall be 20' long, centered on the swale, and spaced no more than 100' apart.
Silt fence will be required behind all curb at a distance of five feet behind the curb, except at the
rock construction entrance, and will extend 10' beyond the property line. The 10' extension may
be waived when the adjacent lot is sodded and installation of silt fence would damage the sod,
For spring construction, silt fence will be constructed as soon as the frost is out of the ground,
Posts will be spaced at four feet or less and driven at least 2 feet in the ground. Posts will be
two-inch square or heavier wood posts or standard T or U section steel posts, The rock
construction entrance shall be 20' wide and 5' deep and be constructed of l' - 2' clear rock from
the back of the curb to the front of the house.
It will be the resDonsibilitv of the Qeneral contractor to:.
1. Maintain the entrance and silt fence in working condition.
2, Ensure that all sub-contractors and suppliers use the rock construction entrance only.
3. Keep the silt fence and the rock construction entrance in operation until final grading and
sodding have been completed and the driveway paved.
Penaltv for failinQ to comolv with the Erosion Control Standards..
If a deficiency is noted in erosion control on site, you will be given 24 hours to correct the
deficiency. It is important that you inform the City as soon as correction is made, as the City will
consider the work undone until so informed. Failure to correct the deficiency within this time will
result in forfeiture of the Builder's Deposit and the City will direct a third party to correct the work.
In addition to the forfeiture, you will be billed for the cost of corrective action. Inspections will not
resume until a new Builder's Deposit has been submitted.

RE: Grainwood Kindergarten Addition building plan review
Following are the results of the building plan review for the Grainwood Kindergarten Addition. Our
review was based on the Minnesota State Building Code (MSBC) which adopted with amendments the
2000 International Building Code (IBC) with handicap regulations of the Minnesota Accessibility Code
Chapter 1341. Also requirements of the 2003 Minnesota State Fire Code (MSFC) which adopted with
amendments the 2000 International Fire Code (IFC) and excerpts from the National Fire Protection
Association (NFP A).
1. Sht. AO.30 Code Analysis Building #1: The A2.1 occupancy is not allowed in an II-N
construction. 1997 Uniform Building Code (UBC) Table 5-B.
2. Sht. AO.30 Code Analysis Building #1: Establish an assumed property line in court yard between
buildings #1 and #2. UBC 503.3. Recalculate the frontage increases allowed for building #2. IBC
506.2.
3. Sht. A0.30 Code Analysis Building #2: Explain 1165'/1184' frontage increase measurements.
4. An S.A.C. determination must be completed by the Metropolitan Council Environmental
Services. Contact Roger Janzig at 651.602.1119. Presently, there is a charge of $4,900.00 per
SAC unit which is collected at the time of the building permit issuance.
The site and building plans must be reviewed by the Cities Developmental Review Committee (DRC)
which consists of representatives of Planning, Engineering, Parks, Finance, and Building Departments.
The DRC must approve the site plans before a building permit can be issued. If you have any questions

RE: Grainwood Kindergarten Addition site review
Following are the results of the preliminary plan review for the Grainwood Kindergarten Addition siteL-
review. Our review was based on the Minnesota State Building Code (MSBC) which adopted with
amendments the 2000 International Building Code (IBC) with handicap regulations of the Minnesota
Accessibility Code Chapter 1341. Also requirements of the 2003 Minnesota State Fire Code (MSFC) which
adopted with amendments the 2000 International Fire Code (IFC) and excerpts from the National Fire
Protection Association (NFP A).
1. Sht A 3.0: The existing building plus new additions is required to meet height, number of stories and
area specified for new buildings. MN Building Conservation Code 105.1 #2. The existing building
was not originally designed to the 1997 Uniform Building Code (UBC). Since the 2001 renovation
project was built to the 1997 UBC, the City will allow the buildings height, number of stories and
area to be calculated using the 1997 UBC.
2. Sht A 3.0: The building does not resemble type lIB or IIN construction as it has wood roof structural
components. The building more closely resembles an IIIB construction type. Reclassify per IBC 602.
3. Sht A 3.0: The gymnasium is incorrectly labeled as an A-3 occupancy. The occupant load is over 300
and as such the occupancy more closely resembles an A-2.1 occupancy. UBC 303. Reclassify
occupancy and recalculate the type of construction.
4. Sht A 3.0: It appears that the existing building area will not meet chapter 5 of the UBC or IBC. The
area of the existing building appears to be over the allowable area. Based on the existing square
footages, portions of the existing building need to be compartmentalized into separate buildings to
allow for area increases. IBC table 503 and section 506. Recalculate the allowable areas for each of
the separate buildings.
An IBC fire wall design may be utilized for a method to separate areas into separate buildings; the
City will not require the fire wall to meet the structural independence criteria as required in IBC
705.2. I have spoke with the State of Minnesota Building Codes and Standards Division and they
have stated that they use this policy for the construction of fire walls in existing buildings.

Per our conversation of August 17,2005, this letter is our request for interpretation of an alternate for the
permitted openings of the vertical exit enclosure stairways at Jeffer's Pond Elementary School. As you
recall, there are two enclosed stairs that are located between the three academic clusters of the school.
Per the 2000 International Building Code section 1005.3.2, a vertical exit enclosure less than 4-stories
shall be I-hour fire resistance rated. Also, per section 1005.3.4, vertical exit enclosure openings shall be
limited to that necessary for exit access to the enclosure from normally occupied spaces and for egress
from the enclosure.
This type of rated enclosure creates a space with limited visual supervision in the stairways. As you are
aware, spaces with limited supervision in a school are spaces where bad student behavior or unsafe
activities can occur. In protecting the overall health, safety and welfare of the users of the building, we
believe this includes not only protection from fire, but also from the delinquent activities described above.
To address the limited visual access of the stairs, an additional sidelight is proposed into these spaces
from adjacent rooms to allow constant supervision of these areas. The attached diagrams show the
locations of these sidelights. In order maintain the fire rating of this enclosure, we propose a
I-hour water wash of the tempered glass sidelights in lieu of a rated wall system.
Given all of the life safety issues outlined above, we believe this option provides the best resolution of
this situation.
