Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MEETING DATE: February 2, 2009 AGENDA #: 10C PREPARED BY: Frank Boyles, City Manager AGENDA ITEM: CONSIDER APPROVAL OF RESOLUTIONS APPOINTING PERSONS TO THE COMMUNITY SAFETY ADVISORY COMMITTEE AND THE ECONOMIC DEVELOPMENT ADVISORY COMMITTEE. DISCUSSION: Introduction The purpose of this agenda item is to request Council consideration of appointments or reappointments to the Community Safety Advisory Committee and the Economic Development Advisory Committee. History Earlier this year, the City Council completed interviews and appointments to the Planning Commission, Parks Advisory and Lakes Advisory Committees. Since interviews had not been completed for Community Safety, Economic Development, Traffic Safety or Technology and Communications Advisory Committees, those appointments were not completed at the annual meeting. Current Circumstances The new bylaws for the Community Safety Advisory Committee provide that the committee may be from 5 to 7 members. Five members have already been appointed under the old bylaws. When the new bylaws were adopted, we solicited applicants. One person applied: Linda Ringstad. In accordance with the bylaws, Ms. Ringstad was interviewed by Councilor Hedberg, Police Chief O'Rourke and Assistant City Manager Meyer on Wednesday, January 28. Given the time of the interview, I am not aware of the Committee's recommendation. Councilor Hedberg will provide the recommendation at the Monday meeting. In the event the Committee recommends appointment, a resolution is included. Also attached is Ms. Ringstad's application. The new bylaws of the Economic Development Advisory Committee state that: "the committee shall consist of a number of members as may be determined and appointed by the Prior Lake City Council for a term of three (3) years from November 1 to October 31." At present, the Committee includes thirteen members, eight of whom have terms expiring in 2008 and five whose terms expire in 2009. Applications were solicited. From the solicitation we learned that Steve Sammis had business conflicts and had to resign, and John Grayson did not respond so he would not be considered for reappointment as set forth in the letter. Application materials for each are attached (except Dave Chromy which will be provided on Friday.) Since not all interviews have been completed, Councilor Erickson will provide the Committee recommendation on Monday night. A resolution has been included which assumes all would be appointed. ISSUES: Interviews remain to be accomplished for the Traffic Safety Advisory Committee and Technology and Communications Advisory Committee. None were conducted since no applications were received. The staff will solicit applications for these committees once again. The Council may also wish to consider the appropriate size of the Economic Development Advisory Committee. It has been at 13 members and would stay at 13 members if all persons interviewed were appointed. The suggestion has been made that we target representatives from certain businesses like the SMSC. The bylaws neither encourage nor prohibit such action. The Council may wish to provide direction on this question. FINANCIAL None of the advisory committee members receive a stipend or per diem so there IMPACT: is no additional City cost. There is some incremental cost involved in providing administrative support to additional committee members. ALTERNATIVES: 1. Motion and second to adopt resolutions appointing members to the Community Safety Advisory Committee and the Economic Development Advisory Committee. 2. Take no action and provide direction to staff.
