EXPIRATION DATE: August 4, 2002
Prior Lake State Bank hereby establishes an Irrevocable Letter of
Credit in the amount of One Thousand Eight Hundred Eighteen and
75/100 ($1,818.75) U.S. Dollars in your favor for the period
beginning August 4, 2000 and expiring August 4, 2002, for the
account of Church of St. Michael.
This credit shall be available against your draft at sight on us
accompanied by the original Letter of Credit.
This Letter of Credit sets forth in full terms of our undertaking.
Such undertaking shall not in any way be modified, amended or
amplified by reference to any document, instrument or agreement
referred to herein or in which the Letter of Credit is referred to
or to which this Letter of Credit relates. Any such reference
shall not be amended' to incorporate herein by reference any
document, instrument or agreement.
Your draft so drawn must bear this clause: "Drawn under Prior Lake
State Bank, Prior Lake, Minnesota, Irrevocable Letter of Credit
dated August 4, 2000.
We hereby agree with the drawers, endorsers and bona fide holders
of all drafts drawn on and in compliance with the terms of this
credit that such drafts will be duly honored upon presentation to
the drawee. In connection herewith, we specifically waive our
rights (if any) including but not limited to Section 5-122 (1) A &
B of the UCC Code, to defer or delay honor of any sight draft.
This Letter of Credit is subject to the Uniform Customs and
Practices for Documentory Credit (1993 Revision) International
Chamber of Commerce publication No. 500.

Applications will be reviewed by the Development Review Committee. A member of'
the Planning Staff will notify the Applicant as to any additional information or
modifications needed. Site Plans, which are non-residential, and have no variance
or other possible applications as required, may be administratively approved. Site
Plans requiring a variance or other possible applications will automatically be
scheduled for a Planning Commission Public Hearing when it has been verified
that the application is complete. Items will be scheduled before the City
Council, by the City Manager, upon Planning Commission Recommendation.

Dear Mr. Brouillard:
This letter serves as the official notice of approval of the site plan for the addition to the
St. Michael's School parking lot at 16280 Duluth Avenue. Attached is an approved set
of plans for your files. A grading permit has also been approved for this parking lot.
The approved plans require landscaping around this parking lot. You have submitted a
letter of credit (LOC) for this landscaping. Please keep in mind the Zoning Ordinance
requires a two-year LOC from the time the landscaping is accepted by the City. This
means the LOC must be renewed for two years following City acceptance of this project.

RE: Revisions to Site Plan for St. Michael's Parking Lot Addition
Dear Mr. Nightingale:
I am sending this letter to you to reiterate the information I left as a voice mail message on
Friday, September 15, 2000. Upon review of the revised plans for the St. Michael's parking
lot, we have found the plans have not been revised to addressed the following items:
1. The elevations on the catch basins are too high in relation to the gutter elevations.
2. You must specify the pipe and structure type and the materials to be used for the catch
basins.
These items must be addressed before this plan will be approved.
Once these revisions are completed, we can approve the site plan. You must then file an
application for a grading permit.

In response to you letter dated August 21 th regarding the Prior Lake Development Review, I have compiled the

In conjunction with the as-built storm sewer drawings attached with your letter, the attached civil
drawings have been revised to provide a catch basin at the driveway along Pleasant Street.
Per the detail attached to your drawings, concrete driveway aprons have added to the civil drawings.
Pedestrian ramps have added to the civil drawings at each driveway location.
Civil drawings have been clarified to call out concrete curb around the driveway. A detail has been
added to the drawings.
Civil drawings have been revised to show Sewer and water lines on the site.
Civil drawings have been revised to show concrete curb on the north side of the site.
In a telephone conversation between Mike Murphy, of DLR Group, and Bob Hutchins, it was agreed
that the handicap ramp and accessible sign age could be provided in Phase Two (building
construction). A note has been added to the drawings stating thus.
An irrigation system is not being added to the site. Attached to the original submittal was a letter
of credit from the owner for two years following the City acceptance of the landscaping. I have
enclosed a copy of the letter.

Dear Mr. Feller:
We have completed our review of the plans for the St. Michael's parking lot. The following
items must be addressed before this plan will be approved.
1. Add a catch basin at the driveway along Pleasant Street. As-built storm sewer plans are
attached for your information.
2. Install concrete driveway aprons. A standard detail is attached.
3. Show pedestrian ramps at each driveway location.
4. Call out concrete curb and gutter around the driveway and provide a detail for the curb
and gutter.
5. Show sanitary sewer and water services on the plans.
6. Show curb on the north side of the parking lot.
7. Show a handicap ramp on the site and provide a detail of the ramp.
8. Identify whether an irrigation system will be installed. If so, an irrigation plan must be
submitted. If there is no irrigation system, the owner must provide a letter of credit good
for two years following the date of City acceptance of the landscaping.
Once these revisions are completed, we can approve the site plan. You must then file an
application for a grading permit.

and we have the following comments:
1. Add a catch basin at the driveway along Pleasant Street. As-built storm sewer plans
are attached
2. Install concrete driveway aprons (standard detail is attached).
3. Show pedestrian ramps at each driveway location.
4. Call out concrete curb and gutter around the driveway and provide a detail.
5. Show sanitary sewer and water services on the plans.
6. Show curb on the north side of the parking lot.

Project Narrative:
The proposed 57 car parking lot will occur on the North-West corner at the intersection of
Pleasant and Duluth on the property of the 51. Michael Catholic School. Construction is
planned to start and finish in fall of 2000. The purpose of the lot is to reduce parking
overcrowding on the local streets and to serve the 51. Michael Campus.
The proposed parking lot will include two new curb cuts for access onto Pleasant and Duluth,
new light standards (see plan for description) and landscape buffering. Finish parking surface
will be bituminous paving with concrete curb and gutters.

Dear Ms. Kansier:
As required by article 1107.1909 of the city of Prior Lake Zoning Ordinance, I submit the following
letter of credit for your approval. It is the understanding of the Church of St. Michael that should any
of the required trees on site (parking lot landscape buffer requirement) die for any reason, a tree for
tree replacement will need to occur for the duration of 2 years starting from the time of acceptance
by the city. The Parish also understands that a minimum of a 2-1/2" caliper deciduous tree or 6'-0"
tall coniferous tree may be used for the replacement on the canopy tree requirement.
DLR Group has done research into the cost of placing new trees. The price per tree includes
shipping, placement and tax. Their findings are stated below:
