It is my understanding that a structural review of the mezzanine framing was requested by the City of Prior Lake Building Inspections Department. My observations and recommendations with regard to the mezzanine are summarized in this report OBSERVATIONS The existing storage mezzanine floor is approximately 16 ft, wide and extends 40 ft. across the width of the building. The mezzanine floor is framed with 2x8 joists spaced at 16" on center varying in span from 8'-9" to 15'-0". The mezzanine joists are supported at the exterior stud bearing walls and from intermediate built-up 2x10 and 2x12 beams at two locations that are suspended from the roof truss framing with (4) 1" dia, steel hanger rods There are also built-up triple 2x4 posts at the ends of the intermediate support beams, ANAL YSIS According to my calculations, the mezzanine floor framing has a maximum safe storage load capacity of approximately 25 pst. The storage load capacity is limited by the longer 2x8 joist spans and the bolted connection brackets that fasten the steel hanger rods at the top to the roof trusses, RECOMMENDATIONS The as-is mezzanine framing does not meet the minimum requirements of the current IBC2006 and the Minnesota State Building Code which requires a 125 psf live load capacity. The floor joist framing at the mezzanine appears to be in fair to good condition. During a prior remodeling, part of the built-up wood beams that support the mezzanine joists was removed which left the steel hanger rod connection at the beam ends loose. The review is based upon the supposition that the data on which the design is based are correct, and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficiency of equipment must be taken by the project designer. Approval is contingent upon satisfactory disposition of any requirements included in this report. Special care should be taken to insure that the material and installation of the plumbing system are in accordance with the provisions of the Minnesota Plumbing Code. A copy ofthe approved plans and specifications should be retained at the project location for future reference. A set of the identified plans and specifications is being returned to Boevaag Plumbing, Inc. INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of the Minnesota Plumbing Code. As specified in Minnesota Rules, part 4715.2830, no plumbing work may be covered prior to completing the required tests and inspections. Provisions must be made for applying an air test at the time of the roughing-in inspection as outlined in Minnesota Rules, part 4715.2820, subpart 2, of the code. A manometer test, as specified in Minnesota Rules, part 4715.2820, subpart 3, is required at the time of the fmishcd plumbing inspection. It is the responsibility of the contractor/installer to notify the Minnesota Department of Labor and Industry when an installation for a state contract job, licensed facility, or project in an area where there is no local administrative authority is ready for an inspection and test. The four-compartment bar sink and the wash sink must be provided with a floor drain on the individual drainage branch serving each sink (see Minnesota Rules, part 4715.1390, subpart 2). The floor plan indicates two separate drain branches serving the four-cvlupartment sink. Each drain branch must have a floor drain installed, or the two drain branches may be connected with a floor drain located downstream of this connection, but upstream of the main waste line. 2. The dishwasher may not discharge to a tailpiece of the four-compartment bar sink (see Minnesota Rules, part 4715.1250). The dishwasher must either discharge to the drainage system through an air break. or directly to the sanitary drain if a floor drain without a backwater valve is installed on the individual dishwasher drainage branch. If the floor drain serving the four-compartment bar sink is to be used as the dishwasher receptor, this floor drain must be individually vented and the drain branch serving the bar sink and the downstream of the floor drain must be at least 2Y2 inches in size (see Minnesota Rules, part 4715.2310). Water supply connections to fixtures or equipment which have submerged inlets, or inlets below the spill line of the fixture or equipment, must be provided with an air gap arrangement, approved backflow preventer or backflow preventer assembly as specified in Minnesota Rules, part 4715.2000 and part 4715.2010. This shall include the dishwasher. 4. It is recommended that a cleanout be provided where new waste and vent piping connects with existing plumbing to facilitate required testing of the new installation. 5. Materials used for water distribution piping must comply with Minnesota Rules, part 4715.0520. All solder and flux used for the potable water distribution systems shall contain less than 0.2 percent lead. Use of 50-50 solder or flux containing more than 0.2 percent lead is prohibited in potable water distribution systems. Any solder other than 95-5 tin-antimony or 96-4 tin-silver must be specifically approved by the administrative authority prior to use (see Minnesota Statutes, Section 326.371). Joints to be soldered must be properly fluxed with noncorrosive paste-type flux complying with ASTM Standard B813-00. 6. Materials used for drain, waste, and vent systems must comply with Minnesota Rules, part 4715.0570 through part 4715.0600. Ifplastic pipe is used for the drain, waste and vent system: a. ABS plastic pipe shall comply with ASTM Standard D2661 or F628. b. PVC plastic pipe shall comply with ASTM Standard D2665, D2949, F891. c. It must be installed in accordance with Minnesota Rules, part 4715.0580(F) and part 4715.0600. Above-grade horizontal runs of plastic waste and vent pipe cannot exceed 35 feet in total length. Above-grade vertical stacks constructed of plastic pipe may exceed 35 feet in total height only if an approved expansion joint is used. d. Solvent weld joints in PVC and CPVC pipe must include use of a primer which is of contrasting color to the pipe and cement (see Minnesota Rules, part 4715.0810, subpart 2). 7. The plumbing system shall be tested in accordance with Minnesota Rules, part 4715.2820. 8. Disinfection of the potable water system must include the following (see Minnesota Rules, part 4715.2250): a. The pipe system must be flushed with clean, potable water until no dirty water appears at the points of outlet; b. The system must then be filled with a water chlorine solution containing at least 50 parts per million of chlorine and allowcd to stand for 24 hours; or a solution containing at least 200 parts per million of chlorine and allowed to stand for three hours; and c. Following the allowed standing time the system must be flushed with clean potable water until no chlorine remains. NOTE(S): 1. The scope of this projcct consists of the remodelling of an existing building. The plumbing installation includes a four-compartment bar sink, a wash sink, a dishwasher, a hand sink, and floor drains to replace an existing bar. 2. Provisions must be made for applying an air test at the time of the roughing-in inspection as outlined in Minnesota Rules, part 4715.2820, subpart 2, of the code. A manometer test, as specified in Minnesota Rules, part 4715.2820, subpart 3, is required at the time of the finished plumbing inspection. The City has adopted MSBC 1306 which requires an assembly occupancy to have an automatic fire-suppression system. 2. A plumbing code review is required to be completed by the State of Minnesota Department of Labor and Industry before a plumbing permit is issued. 3. Provide an accessible water closet compartment in the men's and woman's lavatory. When altering a space, MSBC 1341 SECTION 1113 ALTERATIONS 1113.1 states: Application. Where existing elements, spaces, features, or common areas are altered, then each altered element, space, feature, or common area shall comply with the applicable provision for new construction. If the applicable provision for new construction requires that an element, space, feature, or common area be on an accessible route, the altered element, space, feature, or common area shall be on an accessible route as provided in Section 1113.9. The building formerly was known as the Old Hollywood Bar and Grill. It is my understanding that a structural review of the mezzanine framing was requested by the City of Prior Lake Building Inspections Department. My observations and recommendations with regard to the mezzanine are summarized in this report. OBSERVATIONS The existing storage mezzanine floor is approximately 16 ft. wide and extends 40 ft. across the width of the building. The mezzanine floor is framed with 2x8 joists spaced at 16" on center varying in span from 8'-9" to 15'-0". The mezzanine joists are supported at the exterior stud bearing walls and from intermediate built-up 2x10 and 2x12 beams at two locations that are suspended from the roof truss framing with (4) 1" dia. steel hanger rods. There are also built-up triple 2x4 posts at the ends of the intermediate support beams. ANALYSIS According to my calculations, the mezzanine floor framing has a maximum safe storage load capacity of approximately 25 psf. The storage load capacity is limited by the longer 2x8 joist spans and the bolted connection brackets that fasten the steel hanger rods at the top to the roof trusses. RECOMMENDATIONS The as-is mezzanine framing does not meet the minimum requirements of the current IBC2006 and the Minnesota State Building Code which requires a 125 psf live load capacity. The floor joist framing at the mezzanine appears to be in fair to good condition. During a prior remodeling, part of the built-up wood beams that support the mezzanine joists was removed which left the steel hanger rod connection at the beam ends loose. The mezzanine floor framing (unloaded) can remain in place and will not be a structural concern.
