Review of Sewer Televising Report/l'apes

We have reviewed the television video tape and report you submitted for the Spring Lake Township
Project and have the following comments that must be addressed:
General Comments:
1. The video tape is generally not focused very well, so it is difficult to see most of the pipe walls.
The "close-ups" of the service lines are clear, so apparently it is not an equipment problem..
Due to the number of items that need correction, the system will need to be televised once
again to document the condition of the system before acceptance.
2. There is no audio on the tape to document the T.V. operator's comments. This is a must, and
must be on the final T.V. report.
3. Overall it does not look like the sewers were "jet" cleaned prior to the television inspection.
There are many areas of small debris piles and/or mud in the lines. These are not noted on the
report, so it may be necessary to re-clean all of the lines prior to re-televising.
4. Many of the manholes had concrete mortar dripped onto the inverts, which will obstruct
smooth flow. Not all of the manholes could be viewed on the video tape, so there may be
additional manholes that require work before final acceptance.
5. These comments will be forwarded to the City of Prior Lake. They may have additional
items/comments. The television crew included the Messenbrink Development segments in this
report.

Segment 501-500 (Messenbrink's Development)
· There is gravel in the line for almost the entire length. This should be cleaned out, not flushed
to the lift station, or it may cause excess wear and possible damage to the lift station pumps and
forcemain.
· At 194 feet, there appears to be a piece of broken plastic pipe lying in the main line. This
should be removed with the cleaning.
· The service at 204.6 feet has about 1 inch of gravel sitting in the wye. This should be cleaned.
Segment 101-100
· There are noticeable sags in the line between 42' and 60' and again between 64' and 78'.
· There appears to be a sag in the line from 173 feet to the manhole at 220.8 feet. This was
identified in the report as a possible small blockage, but the debris is on the upstream end of
the sag.
· There is debris in the line from 211 feet to the manhole at 220.8 feet. This must be removed.
· Manhole 100 has mortar splashed into the pipe at the entrance to the manhole. This should be
removed since it will obstruct the smooth flow in the pipe.
Segment 101-LS1
· There is some mud that should be removed in the initial 5-6 feet of this pipe.
Segment 101-102
· There is mud in the line from 0-15 feet. This should be removed.
· There is about W' mud in the 4" service wye at 108.1 feet. This should be removed.
· There appears to be some gravel in the invert of manhole 102. This must be cleaned.
Segment 102-103
· At 55.8 feet (just outside manhole 103), there is a broken pipe that is leaking groundwater.
This must be dug up and repaired.
· Check manhole 103. From the video, it looks like the other effluent line discharges onto the
manhole apron. There should be a concrete invert to direct the flow into the main line.
Otherwise, solids wiil build up on the manhole apron and potentially plug the inlet line.
· There are concrete mortar drips in the manhole invert and the pipe near the entrance to the
manhole. These should be removed to provide smooth flow through the manhole.
· This section must be re-mandrelled.

Segment 103-104
· There is debris in the line throughout the 72- foot length. This section needs additional
cleaning.
· Check manhole 104. Apron appears somewhat ''red'' indicating that a possible leak may be
dripping onto the apron. This should be investigated and corrected if necessary.
Segment 105-104
· There is mud smeared on pipe walls from 3:00-9:00 o'clock through most of this pipe segment.
It should be cleaned.
· From 294 feet to 332.5 feet (end) there is debris left in the invert of the pipe. This should be
cleaned.
Segment 108-107
· There is mortar dripped in the invert manhole 107. This should be removed.
Segment 109-108
· There are offset joints at 14.6' both sides of the 8 x 8 wye.
· There is a slight dip (:t yt") at the service wye near manhole 109. This must be dug up and
repaired.
Segment 109-11 0
· There is mortar dripped in the invert of manhole 110. This should be removed.
· The video view in this segment is very cloudy.
Segment 110-111
· There is a minor amount of mud deposited along the invert of this segment. This should be
cleaned.
· There is mortar dripped in the invert of manhole 111. This should be removed.
Segment 111-112
· There is some debris in the line just outside manhole 111. This should be cleaned.

Segment 112-113
· There is some mud in the service wye at 5.2 feet. This should be cleaned.
Segment 116-114
· This section must be re-mandrelled.
Segment 117-118
· Check service connection at 15.5 feet. There appears to be a steady flow of clean water from
this service. Possible drain tile or sump pump connection?
· Check service connection at 243.8 feet. There appears to be a steady flow of clear water from
this service. Possible drain tile or sump pump connection.
.. There is mortar dripped onto the invert of manhole 118. This should be removed.
Segment 116-115
· There is standing water and debris throughout the entire segment. Possible obstruction in
manhole 115. This should be cleaned.
· There is mortar dripped onto invert of manhole 115. This should be removed.
Segment 121-120
· There is mud deposited in pipe invert throughout segment. This must be cleaned.
· There is mortar dripped into invert of manhole 120. This must be removed.
Segment 120-119
· There is mortar in the invert of manhole 119 and some blockage of flow entering manhole 119.
This should be removed and the cause of the blockage identified and corrected.
Segment 119-118
· There is mud in the service wyes at 130.5 feet and 143.5 feet. This should be cleaned.
· There is mortar splashed into the invert of the pipe from 119 near the manhole wall. This
should be removed.

Segment 201-120
· Check manhole 201, possible mortar in the invert. This should be removed.
Segment 201-200
· There is some mud in the line between 140-180 feet. This should be cleaned out.
· There is some gravel in the wye at 211.3 feet. This should be cleaned out.
· There is mortar in the invert of manhole 200. This should be-removed.
Segment 121-403
· There is mud and debris in the invert of manhole 121. This should be removed.
· There is 1 "_2" of mud and debris throughout this segment. This should be cleaned out.
· Check manhole 403. The video tape is not clear, but it looks like there may be a problem with
the pipe/manhole joint. Investigate and correct the situation as necessary.
Segment 403-402
· At 125.9 feet there is an offset joint where the pipe material changes. The HDPE pipe is
smaller than the PVC.
· Only 127 feet oftota1340::t were televised. This should be televised.
· Check manhole 403. Report has comment that camera could not be placed into flow channel at
manhole 402. Alternate camera may be required, but this segment should be televised.
Segment 402-400
· There is minor debris (it appears to be loose) in the invert of manhole 401. This should be
removed.
Segment 304-116
· There is some debris in the line about 10 feet from manhole 116. This should be removed
· There is some clear water flow in this segment, source unknown, possibly upstream. This
should be removed
Segment 304-305
· There is mud in the line from 0-20 feet and from 112-130 feet. This should be removed
· There is debris in the invert of manhole 305. This should be removed

Segment 304-303
· There is minor flow in this segment. It appears to be clean water.
Segment 303-302
· There is still minor clear water flow in this segment.
· There is hard debris (mortar?) at the lip of manhole 302 that catches solids. This should be
removed
Segment 300-301
· Check manhole 301. The apron appears to be red indicating a possible leaking manhole.
Investigate and correct problems as necessary.
Segment 301-302
· There is a minor amount of mud between 0 and 73 feet. This should be cleaned
· There are about 2 inches offlow in the line near manhole 302. It may be backed up from an
obstruction. Check for obstruction or significant dip in the line. Take actions as necessary to
correct the situation.
· Check manhole 302. It looks like there may be some mineral deposits from possible leaks.
Investigate and correct problems as necessary.
Please review this information and make arrangements to correct the identified problems. If you
have any questions, please let us know.

Dear Mr. Sahli:
This letter is to inform you that the wastewater collection system serving the South Shore Drive area of
Spring Lake Township is completed and operational. The lift stations were officially started on
November 24, 1999 and we would request that November 30, 1999 we established as the official
"initiation of operation" date for the collection system. The overall project completion is scheduled to
occur during the summer of 2000 when the final clean up, sodding, and bituminous wear course have
been finished.
The Township has contracted with the City of Prior Lake for operation and maintenance of the
wastewater facilities.
We will submit copies of the equipment operation and maintenance manuals, and the record drawings
for the project as soon as they are available.

Thank you for taking the time to meet last week to discuss South Shore Drive project
issues. In follow up to that discussion please find attached the schedule of sewer & water
hook-ups you requested.
When referring to the attached schedule please note that we are anticipating a total of 73
connections including vacant lots. We believe the Metropolitan Council approved 80
connections. As you can see from the attached chart we are anticipating 56 connections
within the next 2 years with 47 connections being made in the 1 $1 year alone. We are
anticipating only a handful of residents and some vacant lots that will not be hooked~up at
the end of 2 years. The 5 residents that are anticipated not to hook-up after 2 years are all
newer homes that we are assuming have compliant systems. As I mentioned at our
meeting a number of residents are appealing our assessments and as part of that legal
process we are requiring compliance testing (testing of these systems will be completed
this month) on all of their systems. It is quite conceivable that several of the 5 residences
(all of these are appealing) have non-compliant systems thus reducing the number not
hooked up after 3 years.
As we discussed our To't\nship Ordinance 99-3 allows residents with non-compliant
systems 2 years to hook-up from the date of acceptance of the system by the town board.
If a system is deemed to be compliant they may delay hook-up indefinitely. We realize
tbat this policy is different from .the cities policy of requiring everyone to hook-up within
1 year. After our meeting I did discuss this matter with Andrew MacArthur and Don
Sterna and both of these individuals recalled having this discussion with city staff. It is
Andy and Don's understanding that this issue was worked out and approved by the city
before we passed our Ordinance #99-3. Gene Berens was also in attendance at a meeting
with city staff and Don Sterna and it is his understanding that we had approval for this
pauey as well. In any regard we can discuss this matter at our next meeting.

Last week you also asked what type of testing we will perform to determine if a system is
compliant or not. Please also find attached to this message a copy of the Minnesota
pollution Control Agencies "Compliance Inspection Form for Existing Individual Sewage
Treatment Systems" which hopefully supplies enough detail to understand what this
compliance testing amounts to.
We hope the information contained in this message answers your questions from last
week. Please do advise if you require any additional information.
At our next meeting I will bring Don Sterna, Andy MacArthur would be available to
attend as well. Looking forward to discussing the issues in this message as well as the
following:
. Cost of meter reading device
. Refining the definition of routine maintenance
. City fees for partial connections to the municipal system
. Agreement amendments regarding city and township contract for sanitary sewer and

Township Ordinance Relating to Wastewater Discharge Rules

Dear Ms. McDermott:
As the South Shore Drive construction project is nearing completion, there are some last minute items that need
to be resolved. As part of the agreement between the Township and the City in regard to providing municipal
sewer and water connections for Spring Lake Township, the agreement requires that a wastewater discharge
ordinance be adopted by the Township, which shall also incorporate the provisions from the Prior Lake City
Code. The Township has adopted the enclosed Ordinance at this time but will entertain any revisions or
comments that the City may have regarding this adopted Ordinance.
At this time, I would like the City to review the Township Ordinance for any items which may be in conflict with
or which the City may have concerns about with regard to the Ordinance which has been adopted at this time.
You should note that Article III, Section 1, establishes the time frame within which residents must hook up to the
municipal sewer service. The Township has worked very hard on this section and is requesting that the City
allow this flexibility for the Township to deal with septic system compliance issues within the Township sewer
areas.
