VIERLING PROPERTY
Dear Pat:
We have reviewed the subject permit applications and are denying your request for a permit on
the Vierling property. In accordance with the application requirements you are to
1. Provide a 2' contour map of the area at a scale of I" = 50' or larger showing existing and
proposed contours, slopes, height of material to be deposited and including all property
within 150 feet of the proposed deposition. This map must be signed by a registered land
surveyor or civil engineer. The sketch you provided does not meet these requirements.
2. Locations, dimensions and details of construction site erosion control measures necessary to
meet the standards outlined in "Protecting Water Quality in Urban Areas" and provisions for
maintenance during construction. Silt fence and rock construction must conform with City
of Prior Lake requirements (see attached detail). Heavy duty silt fence will be required
adjacent to any wetlands.
3. Details of landscape restoration after material is deposited.

VIERLING PROPERTY
Dear Pat:
We have reviewed the subject permit application and are denying your request for a permit on
the Vierling property as you have not provided us with sufficient information. In accordance
with the application requirements you were to provide a 2' contour map of the area at a scale of
1" = 50' or larger showing existing and proposed contours. The map you have provided does not
clearly define the location of the proposed operation. In addition, as requested in my January 12
letter to you, more information is necessary to approve this application in accordance with City
Code Title 9, Chapter 6.
Please review the submission requirements listed on the bottom of the application. We will need
the following items in addition to what you have already submitted:
1. Application must be completed including signature of applicant.
2. Description of operations including both stockpiling and removal. Will RKI be
completing both stockpile and removal operations?
3. Map or plat of the proposed filling or excavating showing location and amount of
material to be removed or deposited, with a description of the area and proposed
access.
4. The depth or heights to which such removal or deposition is proposed throughout the
area and the proposed angle of all slopes to be shown on a 2' contour map at a scale
of 1" = 50' or larger. The proposed and original contours shall be shown including
all property within 150' of proposed excavation or deposition and shall be signed by
an engineer or surveyor registered in the State of Minnesota.

the site, natural drainage patterns on and immediately adjacent to the site, vegetative
cover and clear delineation of any vegetation proposed for removal. Grading
operations are restricted within 30 feet of an existing wetland boundary to provide
for a protective buffer strip of natural vegetation.

9. Protection of site by suitable fence, guard or barricade.
10. Bond, letter of credit, or deposit of money equal to $1500.00 per disturbed acre.

VIERLING AND JEFFERS PROPERTIES
Dear Pat:
We have reviewed the subject permit applications and are denying your request for a permit on
the Vierling property. Based on the information you gave us, the low area on the property that
you propose to fill is a wetland. I have attached a copy of the Metropolitan Mosquito Control
District aerial photograph which labels this area as wetland number 31. We would be happy to
review a more detailed map of the area if you believe we are looking at the wrong location. In
accordance with the application requirements you were to provide a 2' contour map of the area at
a scale of 1" = 50' or larger showing existing and proposed contours.
More information is necessary to approve the application for the Jeffers property as well. Please
review the submission requirements listed on the bottom of the application. We will need the
