EROSION CONTROL MEASURES
FOR BUILDING CONTRACTORS
Whenever grading or excavating for the purpose of constructing a building occurs, the City of
Prior Lake erosion control standards must be applied. The standards will reduce the erosion of
soils into the City's storm sewers, waterways and roads. This handout provides you with the
information you need to comply with these standards.
An erosion control plan will be created for the site as part of the permit review process. Failure to
comply with the approved plan during construction will result In the loss of the $1,500.00 deposit,
plus the builder will pay for the cost of the correction work. .
Build a rock construction entrance and erect silt fence.
The slit fence will be In place prior to the footing Inspection. The rock construction entrance will
be constructed conc.urrently with the backfilling of the footings. Silt fence will be required, as
needed, to Intercept Water flowing off the lot. Slit fence perpendicular to and across rear or side
drainage swales shall be 20' long, centered on the swale, and spaced no more than 100' apart.
Silt fence will be required behind all curb at a distance of five feet behind the curb, except at the
rock construction entrance, and will extend 10' beyond the property line. The 10' extension may
be waived when the adjacent lot is sodded and Installation of silt fence would damage the sod.
For spring construction, slit fence will be constructed as soon as the frost is out of the ground.
Posts will be spaced at four feet or less and driven at least 2 feet in the ground. Posts will be
two-inch square or heavier wood pos~ or standard T or U section steel posts. The rock
construction entrance shall be 20' wide and 5' deep and be constructed of l' - 2' clear rock from
tJ:Ie back of the curb to the front of the house.
It will be the responslbllltv of the Qeneral contractor to:
1 . Maintain the entrance and slit fence In working condition.
2. Ensure that all sub-contractors and suppliers use the rock construction entrance only.
3. Keep the silt fence and the rock construction entrance in operation until final grading and
sodding have been completed and the driveway paved.

If a deficiency Is noted In erosion control on site, you will be given 24 hours to correct the
deficiency. It is important that you inform the City as soon as correction is made, as the City will
consider the work undone until so informed. Failure to correct the deficiency within this time will
result in forfeiture of the Builder's Deposit and the City will direct a third party to correct the work.
In addition to the forfeiture, you will be billed for the cost of corrective action. Inspections will not
resume until a new Builder's Deposit has been submitted.

Reliable Models F1 FR 56 and F1 FR 56 Recessed
Sprinklers are quick response spri.nklers which. combine t~e
durability of a standard sprinkler With the attractive low profile
of a decorative sprinkler.
The Models F1FR 56 and F1FR 56 Recessed automatic
sprinklers utilize a 3.0 mm frangible g!ass ~ulb. These
sprinklers have demonstrated response times In laboratory
tests which are five to ten times faster than standard response
sprinklers. This quick response enables the Model F1 FR ?6
and F1 FR 56 Recessed sprinklers to apply water to a fire
much faster than standard sprinklers of the same temperature
rating.
The glass bulb consists of an accurately controlled amount
of special fluid hermetically sealed inside a precisely
manufactured glass capsule. This glass bulb is specially
constructed to provide fast thermal response. The balance of
parts are made of brass, copper and beryllium nickel.
At normal temperatures, the glass bulb contains the fluid
in both the liquid and vapor phases. The vapor phase can
be seen as a small bubble. As heat is applied, the liquid
expands, forcing the bubble smaller and smaller as the
liquid pressure increases. Continued heating forces the
liquid to push out against the bulb, causing the glass to
shatter, opening the waterway and allowing the deflector to
distribute the discharging water.

Quick response sprinklers are used In fixed fire
protection systems: Wet, Dry, Deluge or Preaction. ~are
must be exercised that the orifice size, temperature rating,
deflector style and sprinkler type are in accordance with
the latest published standards of the National Fire
Protection Association or the approving Authority Having
Jurisdiction. Quick response sprinklers are intended for
installation as specified in NFPA 13. Quick response
sprinklers and standard response sprinklers should not be
intermixed.

Quick response sprinklers are intended for installation as
specified in NFPA 13. Quick response ~prinkl~rs and
standard response sprinklers should not be Intermixed.
The Model F1 FR 56 Recessed Ouick Response Sprinklers
are to be installed as shown. The Model F1 or F2
Escutcheons illustrated are the only recessed escutcheons
to be used with the Model F1 FR 56 Sprinklers. The use of
any other recessed escutcheon will void all approvals and
negate all warranties.
When installing Model F1 FR 56 Sprinklers, use the Model
o Sprinkler Wrench. Use the Model GFR2 Wrench for
installing F1 FR 56 Recessed Pendent Sprinklers. Any other
type of wrench may damage these sprinklers.
NOTE: A leak tight W NPT (R1/2) sprinkler joint can be
obtained with a torque of 8-18 ft-lbs (10,8 - 24,4 N-m). Do not
tighten sprinklers over maximum recommended torque. It
may cause leakage or impairment of the sprinklers.
Glass bulb sprinklers have orange bulb protectors to
minimize bulb damage during shipping, handling and
installation. REMOVE THIS PROTECTION A TTHE TIME THE
SPRINKLER SYSTEM IS PLACED IN SERVICE FOR FIRE
PROTECTION. Removal of the protectors before this time
may leave the bulb vulnerable to damage. RASCO
wrenches are designed to install sprinklers when covers are
in place. REMOVE PROTECTORS BY UNDOING THE
CLASP BY HAND. DO NOT USE TOOLS TO REMOVE THE
PROTECTORS.

Maintenance
The Models F1 FR 56 and F1 FR 56 Recessed Sprinklers
should be inspected quarterly and the sprinkler system
maintained in accordance with NFPA 25. Do not clean
sprinklers with soap and water, ammonia or any other
cleaning fluids. Remove dust by using a soft brush or
gentle vacuuming. Remove any sprinkler which has been
painted (other than factory applied) or damaged in any
way. A stock of spare sprinklers should be maintained to
allow quick replacement of damaged or operated
sprinklers. Prior to installation, sprinklers should be
maintained in the original cartons and packaging to
minimize the potential for damage to sprinklers that would
cause improper operation or non-operation.

3. All materials shall be tested and installed per the listing.
4. All valves controlling water flow shall be monitored and secured including the PlY.
5. It is the responsibility of the fire sprinkler contractor to flush all main and branch lines.
6. Provide frost protection for all portions of the wet system.
7. Field verify all sprinkler head and device locations.
8. Secure all valves against tampering. All valves in public areas shall be locked and protected.
9. Provide a water resistant system plan at the each sprinkler riser to include the following information.

11. Seal all penetrations in rated walls in an approved manor. Provide fire caulk information for approval.

Following are the results of the second plan review for the Busse Office and Maintenance building. Our
review was based on the Minnesota State Building Code (MSBC) which adopted with amendments the
2000 International Building Code (!BC) with handicap regulations of the Minnesota Accessibility Code
Chapter 1341. Also requirements of the 2003 Minnesota State Fire Code (MSFC) which adopted with
amendments the 2000 International Fire Code (IFC). This review is based on plans that were submitted
on October 25, 2006.

RE: City of Prior Lake Building Permit Review for Busse Transportation Site.
Dear Mr. Novack:
In response to your November 20, 2006 letter and revised plans, the Planning
Department has the following responses:
1. Revise the plans to reflect the board on board trash enclosure gate.
2. Revise the plans to reflect the fencing along the northwest corner of the site
to screen the four short-bus spaces.
3. All landscaping, fencing, and berming must be in place prior to any buses
being brought to the site.
4. Noted.
5. If the current bus parking/outdoor storage configuration does not allow for the
backing up of busses to meet the approved condition (backing busses into
spaces when they return at the end of the day), Mr. Busse will need to
provide a letter stating that all backup alarms will be turned off during the
maneuvering of busses in or out of parking spaces. Please be advised, if the
Minnesota Law requires back up alarms in the future, Mr. Busse will still be
responsible for complying with the approved condition.
6. Noted.
7. The revised parking plan will not meet the Code requirements. In the City
Council staff report dated November 21, 2005, it detailed that the site would
be required to provide 34 parking spaces. The reconfigured parking (once
fully expanded) will provide only 23 spaces.
