CONSIDER APPROVAL OF RESOLUTION AUTHORIZING THE MAYOR AND
CITY MANAGER TO EXECUTE THE CITY'S STANDARDARD
PROFESSIONAL SERVICES AGREEMENT FOR THE MCKENNA ROAD/CR
42 INTERSECTION SIGNAL DESIGN
Introduction
The purpose of this agenda item is to authorize the Mayor and City Manager to
execute the City's Standard Professional Services Agreement with SEH for the
McKenna Road and CR 42 Intersection signal design.
Historv
As part of the Shepards Path and Wilds Ridge North project CR 42 was
reconstructed at McKenna Road for installation of a traffic signal at a later date.
The traffic study completed for the River Valley YMCA indicated that a signal
would be needed upon full operation of the facility to ensure intersection safety.
In 2008 the City included this signal in our Transportation Plan for design in
2009 and construction in 2010.
Current Circumstances
The YMCA will open later this year and staff expects the facility to begin
generating substantial traffic volumes within one year that negatively impact the
interesection.
This project has been submitted as a stimulus candidate and is scheduled for
design in 2009. Because the City has budgeted design funding for 2009 and
any stimulus funding would require the City to complete the design at its own
costs staff is requesting to complete the design at this time.
The City solicited requests for proposals from the approved transportation
consultant pool and received the following cost proposals:

It should be noted that all the proposals were substantially below previous
estimates from similar projects of approximately $35,000. SEH submitted the
low proposal to the City for these services. SEH has satisfactorily completed
numerous signal projects in Scott County including the Jeffers Pass/CR 21
project in 2007. Staff recommends contracting with SEH to complete this work.
If the City does receive stimulus funding for this project it will need to be
completed immediately. Because the City planned to design this project this

year staff believes proceeding with the design now is prudent.
The City originally budgeted bonding funds for the design of this intersection in
2009. Because the cost is so low staff recommends utilizing Street Oversize
funds for the design in 2009 and reimbursing the Street Oversize fund next year
with the bond sales for the project as proposed in the Transportation Plan.
The alternatives are as follows:
1. Approve a resolution accepting proposals and authorizing the Mayor and
City Manager to execute the City's Standardized Contract for Professional
Services with SEH for McKenna Road and CR 42 Intersection Signal
Design. .
2. Table the Resolution for a specific reason.
3. Deny the Resolution.

RESOLUTION 09-xx
RESOLUTION AUTHORIZING SEH TO COMPLETE THE
DESIGN FOR THE MCKENNA ROAD AND CR 42 INTERSECTION SIGNAL PROJECT

WHEREAS, It is anticipated based on the completion of the River Valley YMCA later this year that
the signal will be warranted in 2010; and,
WHEREAS, The City's Transportation Plan planned for the design of this signal in 2009; and,
WHEREAS, The City does not have the in house expertise to complete these services.
WHEREAS, The City solicited three proposals from qualified engineering firms for the signalized
intersection design work.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. SEH submitted the lowest proposal for the design work.
3. The Mayor and City Manager are authorized to execute the City's Standardized Professional
Services Agreement with SEH for an amount not to exceed $16,000 for the design work.
4. Funding for these engineering services will be drawn from the Street Oversize Fund Account #501-
48367 as an inter-fund loan to be repaid as part of the 2010 project bonding.
