Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT APRIL 6, 2009 51 JANET RINGBERG, LICENSE CLERK CONSIDER APPROVAL OF A MASSAGE THERAPY LICENSE FOR ELIZABETH LAVEEN WESTIE Current Circumstances Elizabeth Laveen Westie, of 10615 Penn Avenue, Bloomington, MN is applying for a personal services license, as permitted in the City of Prior Lake code, to engage in a massage therapy business. City Code Section 303.300 requires that a personal services license be issued by the City Council in order for an individual to perform massage therapy in the City. Ms. Laveen Westie is planning to practice massage therapy at Kes Chiropractic, 14033 Commerce Avenue. The Prior Lake Police Department has investigated Ms. Laveen Westie pursuant to the information required on the application. Ms. Laveen Westie has paid the $100.00 investigation fee and the $50.00 application fee. She has provided the City with proof of completion of massage therapy schooling as required by the massage therapy ordinance. The City Council has the following alternatives: 1. Adopt a motion as part of the consent agenda to approve the massage therapy license for Elizabeth Laveen Westie. 2. Deny the massage therapy license request. In addition, she will elaborate on the impacts of sales and foreclosures on the determination of property values. With the Local Board of Appeal and Equalization (LBAE) scheduled for Monday, May 4, 2009, Ms. Geis will also offer some clarification on what the LBAE can and cannot do and the impact of changes that the LBAE authorizes.
