CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE MAYOR
AND CITY MANAGER TO EXECUTE THE CITY'S STANDARDIZED
PROFESSIONAL SERVICES CONTRACT TO COMPLETE THE CR 21/MAIN
AVENUEITH 13 INTERSECTION FEASIBILITY STUDY
Introduction
The purpose of this agenda item is for the City Council to authorize the Mayor
and City Manager to execute the City's Standardized Professional Services
Contract with Bolton & Menk and Hoisington Koegler to complete a feasibility
study for the CR 21/Maine AvelTH 13 intersection projects.
Historv
Scott County completed and the City of Prior Lake approved an intersection
layout for the TH 13/CR 21, Main Ave/CR 21 and TH 13/Pleasant Street
intersections as part of the 2005 CR 21 Corridor Study. This study did not
include detailed construction cost estimates or concepts for City Streetscape
Amenities. Additionally the study did not adequately address the issues related
to connectivity of pedestrian traffic between the north and south sides of CR 21
at Main Avenue.
The 2009-2013 CIP identifies this study for completion in 2009.
Current Circumstances
The 2009 Scott County Transportation Implementation Program did not include
this project. The reason for its exclusion is that the costs are not currently known
and the County needs specific cost shares as they will be the lead agency to
program the improvement. Additionally this information is necessary in order to
seek any future Federal Funds which have previously been secured by the
County for the CR 21 Extension and the 2007 CR 21 Improvements.
On April 9, 2009 the City received proposals for the feasibility studies. The
proposals were evaluated by City Staff and scored based on the following
criteria:

33% - Project Personnel Experience
33% - Overall Project Understanding
For each category the consultants were ranked from 1-3 with 1 being the best
score. The lowest cumulative score for all categories was used to determine the
best proposal.

It should be noted that staff did not include SEH in the solicitation in an effort to
gain new insight in to the pedestrian crossing. This issue was left unresolved as
part of the Arcadia and original corridor study completed by SEH. Staff felt that
the two other consultants in our Transportation Pool could offer a new analysis to
ensure that we are considering all of the options available as this is a critical
element of the study. Additionally, Scott McBride the City's preferred facilitator
with SEH is no longer with the Company as he has become the MnDOT
Metropolitan District Engineer.
Based on the proposals received staff recommends awarding a contract the
team of Bolton & Menk and Hoisington Koegler. Staff believed their proposal
provided great value and a very good team to assist the City in dealing with the
issues related to this intersection.
ISSUES:
There are three primary goals of this study:
1) Identify and consider all available options for connectivity specifically
pedestrian access between the north and south sides of CR 21.
2) Identify locations for streetscape amenities as approved in the Arcadia
Study in 2008.
3) Estimate total costs for project construction.
FINANCIAL
IMPACT:
The City budgeted $75,000 in the 2008 CIP for this study in the Transportation
Plan. These improvements are needed due to increased traffic volumes
resulting from growth. For that reason funding shall be allocated from the Street
Oversize account from funds dedicated by new development to facilitate
improvements associated with growth.
ALTERNATIVES:
The alternatives are as follows:
1. Adopt a resolution authorizing the Mayor and City Manager to execute the
City's Standardized Professional Services Contract for the CR 21/Main
Avenue, CR 21/TH 13 and TH 13/Pleasant Street Intersections Feasibility
Study.
2. Table the Resolution for a specific reason.
3. Deny the Resolution.

RESOLUTION AWARDING THE CITY'S STANDARDIZED PROFESSIONAL SERVICES
AGREEMENT FOR THE CR 21/MAIN AVENUE, CR 21 TH 13 AND TH 13/PLEASANT STREET
INTERSECTION FEASIBLlTY STUDY

WHEREAS, The CR 21/Main Ave, CR 21/TH 13 and TH 13/Pleasant Street intersection project is
vital to the City's Downtown and transportation system; and,
WHEREAS, A Feasibility Study is needed to secure funding and to schedule this project; and,
WHEREAS, City Staff does not have the in-house expertise to complete the needed services; and
WHEREAS, City Staff has reviewed the proposed costs, scope of services and proposed personnel
and recommends award of the City's standardized professional services contract to
Bolton & Menk and Hoisington Koegler for a not to exceed price of $ 26,832.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Manager and Mayor are authorized to execute the standardized professional services
contract with Bolton & Menk and Hoisington Koegler for an amount not to exceed $26,832.
3. Funding for this project shall come from the Street Oversize Fund # 503-80103-505.
