U ~ Prior Lake, MN 55372-1714 ~ CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: MAY 18,2009 10A STEVE ALBRECHT, DIRECTOR OF PUBLIC WORKS BILL O'ROURKE, POLICE CHIEF AGENDA ITEM: CONSIDER APPROVAL OF THE 2008-2009 SNOWMOBILE TASK FORCE REPORT DISCUSSION: Introduction The purpose of this report is to provide a review of the 2008-2009 snowmobile season. Historv On November 5, 2007, the City Council directed the Snowmobile Task Force to hold an annual spring meeting to address any issues related to the snowmobile season and report back to the City Council. Current Circumstances On April 28, 2009 the Task Force held a meeting at City Hall for the 2008-2009 Snowmobile Season. The meeting was advertised in the Prior Lake American and individual notices were emailed to Task Force members and interested parties. Six people attended the meeting including Task Force members. 2008/2009 Snowmobile Statistics As directed a Snowmobile Hotline was set up for residents to call with questions or concerns related to snowmobile use in Prior Lake. A total of two (2) calls were made to the hotline. Two snowmobile operators were cited for violations by the Prior Lake Police Department. Resident Comments A concern was expressed at the meeting related to snowmobiling on the new sidewalk section of CR 12. Staff is investigating this claim and will work with the Snowmobile Club to ensure that appropriate signage is placed in this area if warranted. Snowmobiling is not permitted on the sidewalks or trails along CR 12. A concern regarding snowmobiling on private property along Franklin Trail was also received by the Snowmobile Club. The Snowmobile Club worked with the property owner to ensure that appropriate signage was installed in the area of concern. Pro Dosed Chances The Task Force proposes to investigate the opening of the access roads through Sand Point Park for the 2009-2010 season. The Task Force believes that because the DNR access and the Snowmobile Park and Ride are located in Sand Point Park that the roads should be opened for snowmobile access to the Park and Ride Lot and the lake. ISSUES: Prior to the fall Task Force meeting staff will bring an agenda item back for City Council consideration regarding snowmobile access on the park roads in Sand Point Park. ALTERNATIVES: The alternatives are as follows: 1. Accept the report and provide staff with direction in preparation for the 2009- 2010 snowmobile season. 2. Deny this item for a specific reason and provide Staff with direction. 3. Table this item until some date in the future. RECOMMENDED Alternative 1. MOTION: ReVieW( by: fi I.
