BOARD OF REVIEW CONTINUATION
DISCUSSION:
History: Minnesota Statute provides that the County or City Council
can sit as the local Board of Review. The City Council has decided it
wishes to fulfill this function. The initial Board of Review Hearing was
held at the May 17, 1999 City Council Meeting.
Current Circumstances: The Public Hearing portion of the Board of
Review was closed after hearing testimony from two residents, for
which one was present at the meeting and one who submitted a
written statement contesting their property valuation.
The Issues: Upon closing the public hearing, the City Council directed
County Assessor Leroy Arnold to prepare a report on the properties
and bring back to the City Council for consideration at the June 7,
1999 meeting. County Assessor Leroy Arnoldi's report is attached
and he will also be present at the meeting to respond to any
questions.
Conclusion: The Council should review the attached report provided
by Leroy Arnoldi.
ALTERNATIVES:
1. Approve the January 2, 1999 valuations and County Assessor's
Report as Submitted.
2. Approve the January 2, 1999 valuations and County Assessor's
Report with Amendments.
RECOMMENDED
MOTION:
Motion and Second to Approve the County Assessor's Report, either
as submitted or amended.

Lot 12 Block 2 The Wilds
Mr. Baumgart was contacted and it was pointed out that there was a slight valuation
change from $443,500 to $446,900. This increase of less than 1 % should have a negligible
impact on year 2000 taxes. He was assured that market activity in The Wilds development
is still being monitored so as to ensure equalization. There will be no change in his market
value of $446,900.

Lengthy metes and bounds legal description
Ms. Tschida was called several times with messages left in an attempt to review her
property. These calls were made on the afternoon of May 19th, the morning of May 20th,
and on May 21 a message was left with someone at the house who indicated that Ms.
Tschida will be getting back to this office. As of yet she was not contacted anyone.
If she has experienced substantial storm damage this will be addressed during any future
property review. Until that time there will be no change in the market value of $202,300.
This represents an increase over the previous year of approximately 5%.
