SS 8B ~ SUE MCDERMOTT, ASSISTANT CITY ENGINEE GREG ILKKA, PUBLIC WORKS DIRECTORlCIT ENGINEER CONSIDER APPROVAL OF RESOLUTION 99- REJECTING ALL BIDS FOR STREET RECONSTRUCTION FOR CANDY COVEILAKESIDE MANOR STREET IMPROVEMENTS (PROJECT 99-11) AND LIFT STATION RENOVATIONS (PROJECT 99-02) AND AUTHORIZING READVERTISEMENT OF THE TWO PROJECTS DISCUSSION: HISTORY Proposed street reconstruction improvements to the Candy Cove and Lakeside Manor Additions including Candy Cove Trail, Lemley Circle, Manor Road, Hill Circle and Woodlawn Circle (Project 99-11) are in the approved 1999 Capital Improvement Program. Resolution 98-131 authorizing preparation of plans and specifications for the project was approved by the City Council on November 2, 1998. At the April 19, 1999 meeting the Council approved plans and specifications and authorized advertisement for bids for this project. CURRENT CIRCUMSTANCES Bids were received and opened on May 25, 1999. Five bidders submitted bids which were very competitive with each other. The bids have been checked and tabulated. The low bid was submitted by Valley Paving, Inc. of Shakopee, MN in the amount of $828,111.10. Their bid was higher than the Engineer's Estimate of $731,714.35. The proposed work includes replacement of pumps, valves, control panels, guide rails, force main, structure repair, and appurtenant work. Lift 162@&lJ3ll'~reek Ave. S.E., Prior Lake. The Engineer's estimate is $90,995.00. Valley Paving, Inc.'s bid for this work is $152,810.00. WSB and Associates is the consulting engineering firm that prepared the lift station renovation plans and specifications. Staff has met with the engineer from WSB and has determined that the bids were high for the following reasons: . The contractors that bid the work are all paving contractors and therefore hire subcontractors to do specialty work such as lift stations. The contractors add approximately 10% to the work that is subcontracted for their overhead and profit. · The lift stations are bid as lump sum items. A contractor may pad lump sum item bids as helshe is guaranteed that amount if the work is completed. . Access to two of the lift station sites is limited. Lift station No. 9 is located in a yard area on a slope down to Prior Lake. Lift station no. 13 is located at the end of a long driveway shared by three homes. Staff is proposing to redesign some of the proposed lift station features as well as separating the lift station project from the street reconstruction project in order to try to lower the contract costs. CONCLUSIONS Staff recommends that the Council reject all bids and authorize staff to readvertise the projects as two separate contracts. ALTERNATIVES: There is one alternative for the City Council to consider: 1. Approve Resolution 99-XX rejecting all bids and authorize readvertisement for bid as two separate projects, Project 99- 11, Candy Covellakeside Manor Additions Street Reconstruction and Project 99-02, Lift Station Renovation. RECOMMENDED MOTION: A motion and second to adopt Resolution 99-XX rejecting all bids and authorizing readvertisement for bids. (3.tt < QJ!(~ CANDAWRD.DOC 2 RESOLUTION 99_)@55 A RESOLUTION REJECTING ALL BIDS AND AUTHORIZING THE READVERTISEMENT FOR BIDS FOR PROJECT 99-11 CANDY COVE/LAKESIDE MANOR ADDITIONS STREET RECONSTRUCTION AND PROJECT 99-02 LIFT STATION RENOVATIONS FOR THE CITY OF PRIOR LAKE, MINNESOTA MOTION BY: '11(, SECOND BY: JF' WHEREAS, pursuant to Resolution 98-131, adopted on November 2, 1998, the City Engineer has prepared plans and specifications for the street and utility improvements; and WHEREAS, bids were opened on May 25, 1999, evaluated and deemed not to be in the best interest of the City. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that 1. Bids received on May 25, 1999 for Project 99-11, Candy Cove/Lakeside Manor Street Improvements and Project 99-02 Lift Station Renovations are hereby rejected and bid bonds will be returned to all bidders. 2. Such plans and specifications, copies of which are attached hereto and incorporated herein by this reference, are hereby approved. 2. The City Manager shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids for the making of the improvement pursuant to the attached plans and specifications. The advertisement shall be published not less than 21 days prior to bid opening, shall specify the work to be done, and shall state that the bids will be received by the City Manager until 10:00 a.m. on Wednesday, July 7,1999 for Project 99-02 and 10:15 a.m. on Wednesday, July 7, 1999 for Project 99-11 at which time the bids will be publicly opened at City Hall at 16200 Eagle Creek Avenue SE by the City Engineer. No bids will be considered unless sealed and filed with the City Manager and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior Lake in the amount of five (5) percent of the amount of such bid. 3. The City reserves the right to reject any and all bids for any reason as determined solely by the City.
