Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT JUNE 15, 2009 5H BILL O'ROURKE, CHIEF OF POLICE CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A JOINT POWERS AGREEMENT WITH THE CITY OF CHASKA FOR THE 2009 PGA CHAMPIONSHIP Introduction The purpose of this agenda item is to seek Council approval to enter into a Joint Powers Agreement with the City of Chaska for police services during the 2009 Professional Golfers Association (PGA) Championship to be held at Hazeltine National Golf Club. Current Circumstances Hazeltine National Golf Club, in Chaska, Minnesota, will once again be the site of a major professional golf tournament. This year's PGA Championship will take place August 10 through August 16. The Chaska Police Department has the command and control responsibility for law enforcement and security functions on the golf course. These "inside-the- fence" functions include any and all tournament public safety and security issues occurring relative to the players, spectators, vendors and other course protection needs. As in 2002 when this tournament was last hosted in Chaska, the Chaska Police Department is seeking the assistance of uniformed officers with such duties as player escort, dignitary protection, and for a high profile presence on the course. Prior Lake officers have expressed an interest in assisting the Chaska Police Department with these responsibilities. If approved, the officers from the Prior Lake Police Department will volunteer to be assigned by the Chaska Police Department command staff to any of the various duties outlined above on their own time - they will not be paid by either the City of Prior Lake, the City of Chaska, or the PGA. (The PGA is offering a meal and a free pass to the tournament in exchange for a full day's work.) This joint powers agreement allows for the City to grow its partnerships with other communities at no cost to the taxpayers.
