U ~ Prior Lake, MN 55372-1714 ~l~~~-,?;:/ CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: ALTERNATIVES: JUNE 15, 2009 5J JANET RINGBERG, LICENSE CLERK CONSIDER APPROVAL OF A TEMPORARY LIQUOR LICENSE EXTENSION FOR BASEMENT BAR & GRILL Current Circumstances The Basement Bar & Grill currently has an Intoxicating On-Sale Liquor License for the premises at 16691 Highway 13 South. However, this license is only valid for the building itself. Basement Bar & Grill is planning a motorcycle and car show in their parking lot on Saturday, June 27,2009. As part of this event they would like to extend the bar and restaurant area to an outdoor seating area in their parking lot. They plan to have this outdoor area open from noon until 6:00 p.m. on this date. An extension of their liquor license would allow them to serve alcohol in the outside seating area. Mr. Steve McKenna has submitted the application for the temporary license. This is the same individual and corporation which received the liquor license. The Basement Bar & Grill has been notified of the requirements of the extension of their liquor license and will comply with the following: . Operate a service bar only within the outdoor area. . Outdoor seating area must be fenced in and access to and from the outdoor area must be through the restaurant building only. . No beer liquor or wine whatsoever outside of the fenced in area. . No outside amplified music is planned for this event but The Basement Bar & Grill knows they have to apply for an outdoor event permit if their plans change. The Prior Lake Police Department has completed its investigation and the issues of concern for this license have been addressed. The Basement Bar & Grill has paid the $25.00 liquor license extension fee. The City Council has the following alternatives: 1. Approve an extension of the current liquor license for Basement Bar & Grill. 2. Deny the liquor license extension request for Basement Bar & Grill. RECOMMENDED Alternative 1. Staff recommends Council approve a temporary extension of the MOTION: current liquor license for Basement Bar & Grill.
