CALL TO ORDER - Mayor Andren called the special Truth in Taxation hearing to order at 8:00 P.M. Present were: Mayor Andren, Councilmembers Greenfield, Schenck and Scott, City Manager Boyles, Finance Director Teschner, Recreation Supervisor Woodson, Street Supervisor Hartman and Recording Secretary Birch. 2. PLEDGE OF ALLEGIANCE - Mayor Andren led the Pledge of Allegiance and welcomed everyone to the meeting. 3. INTRODUCTIONS AND PURPOSE - City Manager Boyles opened the hearing by stating that the meeting is required by state statutes to provide tax payers an opportunity to learn more about taxing by various bodies and how it affects their property tax. Mr. Boyles then presented a copy of the notice mandated by the State and the City's ad in the Prior Lake American explaining the budget. 4. TRUTH IN TAXATION PRESENTATION- Finance Director Teschner and City Manager Boyles presented overheads of the graphics explaining the Tax Dollar DistributionjRevenue Comparison by Year, Expenditure Comparison by Activity, Proposed Budget Expenditures, 1995/96 Budget Program Comparison, and Water and Sewer Rate Increases. Councilmember Kedrowski arrived at 8:30 p.m. 5. QUESTIONS AND COMMENTS FROM PUBLIC - Cole Mechtel, 4903 Pleasant Street was interested in the valuation of his property. City Manager Boyles explained that the County Assessor estabhshes valuation and that the 1996 valuation has been established. If he would hke to protest his 1997 valuation or property classification then he should attend the Board of Review hearings in May. Mayor Andren had questions regarding various portions of the budget which included, Rotary dues discrepancy, Pohce Department association membership dues, and the mandatory drug testing requirement costs. 6. ADJOURNMENT OR CONTINUATION - MOTION BY KEDROWSKI, SECOND BY GREENFIELD, TO ADJOURN Truth in THE TRUTH IN TAXATION PUBLIC HEARING.
