HomeMy WebLinkAbout5B - Purchase Squad Cars AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: February 3, 2003 5B BILL O'ROURKE, CHIEF OF POLICE CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE OF TWO (2) 2003 FORD CROWN VICTORIA SQUAD CARS THROUGH THE STATE COOPERATIVE PURCHASING PROGRAM. Historv: The Police Department request the Council's approval to order two squad cars that have previously been approved and adopted in the 2003 Budget. Each year, with the purchase of new squads, older models are rotated to other City departments (Le. Building Inspections) thus getting extended use from the vehicles. Models that older still are then disposed of. As with most metropolitan communities, the City purchases these vehicles through a State Cooperative Purchasing contract. Under this arrangement, the State prepares specifications, which reflect the needs of the metropolitan police agencies, and solicits bids for their procurement. Once the bid is awarded, the participating cities purchase their vehicles using the State bid pricing. Superior Ford has received the government bid for the Crown Victoria Police Interceptor vehicles. These specially designed vehicles are manufactured once a year with a normal deadline for ordering occurring early in the year. ISSUES: Our experience has shown that using these vehicles for approximately 18 - 24 months as police vehicles is optimum both from a cost and safety perspective. Thereafter, they may be used by other City departments for another two to three years until sold. FINANCIAL IMPACT: The new Crown Victoria Police Interceptors for 2003 are $20,921.00 each (the same as we paid last year), for a total of $41 ,842.00. The Department budget contains $44,000.00 for the purchase of two vehicles. ALTERNATIVES: (1) Adopt a Resolution authorizing the purchase of two 2003 Ford Crown Victoria Police Interceptors using the State Cooperative bid at a price not to exceed $41,842.00 (2) Take no action and provide staff with direction. RESOLUTION APPROVING THE PURCHASE OF SQUAD CARS UNDER THE STATE OF MINNESOTA COOPERATIVE PURCHASING PROGRAM RESOLUTION 03~ /1- MOTION BY: SECOND BY: WHEREAS, the police budget for 2003 provides for the acquisition of two replacement police squads; and WHEREAS, bids have been solicited and received by the State of Minnesota Cooperative Purchasing Program for full-sized 2003 Ford Crown Victoria Police Interceptor squad cars; and WHEREAS, because of ordering deadlines put in place by the manufacture, it is essential that the City place its order for squad cars now. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that it hereby awards bid to Superior Ford in accordance with the State of Minnesota Cooperative Purchasing Contract and directs the staff to place an order for the purchase of two 2003 Ford Crown Victoria Police Interceptor squad cars in an amount not to exceed $41,842.00.
