CONSIDER APPROVAL OF A RESOLUTION TO APPROVE PLANS AND
SPECIFICATIONS AND AUTHORIZE STAFF TO ADVERTISE FOR BIDS FOR TRAILS
AND BASKETBALL COURTS AS IDENTIFIED IN THE 2003-2007 CAPITAL
IMPROVEMENT PROGRAM
History
The purpose of this agenda item is to approve the plans and specifications and authorize
advertisement of bids for:
1. Trails and a basketball court identified in the 2003-2007 Capital Improvement
Program (C.l.P).
2. Authorization for additional funding for Y, basketball court requested by
neighborhood petition in the Glynwater neighborhood, and a trail extending from
150th St. to Indian Ridge Park.
Each year the City Council adopts the C.l.P. which involves funding for various park
improvement projects. To ensure that the Council is aware of and supportive of our
major park improvement efforts, we are seeking approval of the plans and specifications
and advertisement of bids to install trails and basketball courts in and around the City
parks. The plans and specifications are similar to those approved for last year's trail and
basketball court improvements at the June 3,2002 Council meeting.
Current Circumstances
The following projects are identified for construction in 2003 within the 2003-2007 C.l.P.
TRAILS BASKETBALL COURT
Green Oaks Park Boudins Park
Glynwater Park
Jeffers Pond
Memorial Park
Hass Lake Park is scheduled in 2004. City staff would like to accelerate Hass Lake Park
to receive a trail in 2003 because of development in that area. The Jeffers Pond
property is not ready to receive a trail. Due to these circumstances, City staff is
requesting that Hass Lake Park be considered for 2003 construction and Jeffers Park to
be placed on the 2004 C.l.P.
A basketball court is also scheduled for 2003 at Boudins Park. We are also proposing
the construction of a basketball court in Glynwater Park as a result of the development of

this area, and the petition (attached) which we have received. Finally, because 150th
Street is being reconstructed this year, we are recommending a trail extension from
Indian Ridge Park to 150th Street.
The work recommended for completion in 2003 is identified below together with the park
area to be improved:
Green Oaks Park Trail
City staff has identified 150th Street for the 2003 Street Reconstruction project. Included
in that project, a new sidewalk is going to be installed on the south side of 150th Street.
The Green Oaks Park trail will connect the new sidewalk and its residents on 150th Street
with Green Oaks Park and Green Oaks residents. The trail will also connect to the park
amenities such as: the shelter, play structures, ball field, and new parking lot in Green
Oaks Park that was installed with the 2002 Street Reconstruction project.
Glvnwater Park Trail
Currently, there is an existing trail in the park, but the trail does not connect with Fremont
Avenue. The proposed trail would connect pedestrians on the east side of the park to
the existing trail and the park amenities. The proposed trail would also provide
maintenance access to the utilities located in the park. The trail section would be
designed to support truck traffic for our maintenance vehicles.
Memorial Park Trail
During the 2001 Street Reconstruction project, a sidewalk was installed along Jordan
Avenue from CSAH 44 to Grainwood Elementary School to provide safe access for
pedestrians. City staff proposes to install a trail through Memorial Park to provide
additional safe school access and accessibility throughout the park and its amenities.
Hass Lake Park Trail
The proposed trail will be installed from CSAH 42 along the west side of Hass Lake and
continue through the park to connect with Wilds Ridge. This trail will provide safe
pedestrian access from the Wilds and Wilds North neighborhoods to CSAH 42. Also,
because of the unique location along Hass Lake, it provides scenic opportunities not
found on many City trails.
Indian Ridae Park Trail
Indian Ridge is another park near the 150th Street Reconstruction project scheduled for
this year Although this trail is not scheduled for the 2003-2007 C.l.P., City staff feels
connecting Indian Ridge Park with the proposed sidewalk on 150111 St. with a short
section of trail is ideal to provide neighborhood access to this park. The timing would
provide minimum disruption to the neighborhood if both projects were completed in the
same year.

Boudins Park Basketball Court
The 2003-2007 C.l.P. identifies installing a half basketball court at Boudins Park. The
basketball court would provide benefit for both adults and children to enjoy. Throughout
the City, basketball courts are widely enjoyed. City staff will encourage PLA.Y (Hoops
in the Parks) to help fund some of the project costs.
Glvnwater Park Basketball Court
The Glynwater neighborhood is anxious to install a basketball court in this park. City
staff received a neighborhood petition requesting a basketball court for their park. The
2003-2007 C.l.P. does not identify funding for a basketball court in Glynwater Park.
However, because of great demand from the neighborhood, City staff requests additional
funding so we can accommodate their request. This will be a half court with one
basketball standard. Again, City staff will encourage PLAY (Hoops in the Park) to help
fund some of the project costs, but intend to proceed with the project in any case.
I will review a copy of our Park and Trail Plan showing these improvements at the
February 3,2003 meeting.
Conclusion
Staff is requesting that Council approve the attached resolution so that staff is able to
solicit bids. The next step will be to request City Council to approve the bids.
Budaet Impact
The funds for these projects will be drawn from the Capital Park Fund. There will be no
budget impact by substituting Hass Lake Park for Jeffers Pond. Funds will be needed
earlier than originally contemplated to complete the basketball court for Glynwater Park
and the trail for Indian Ridge Park. I will review this information with the Council at the
City Council meeting.
The alternatives are as follows:
1. Approve a resolution approving the plans and specifications, and authorizing staff to
advertise for bids of trails and basketball courts as set forth above.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.

The City of Prior Lake is committed to providing trails, basketball courts and other
park amenities in accordance with the Comprehensive Park and Trail Plan; and
Trails and basketball courts provide our residents the opportunity to enjoy our City
parks; and
Trails are an essential link between neighborhoods, business areas, and parks.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that:
1. The recitals set forth above are incorporated herein.
2. The City Council approves the plans and specifications and staff is authorized to solicit bids for
the trails and two basketball courts as identified in this resolution amending the Capital
Improvement Program.
3. The funding for the trails and basketball courts shall come from the Capital Park Fund.

Re: Basketball Court in Glynwater Park
Attached is a petition we received from 35 homeowners in the Glynwater subdivision
requesting that the City install a Y, basketball court in Glynwater Park. The cost of this
item is about $7,000 to $10,000 and would be funded out of the Capital Park Fund. This
Fund consists of monies received from Developers for park equipment in lieu of land
dedication. We do not have one scheduled in Glynwater Park in the 2003 Capital
Improvement Program (CIP). However, it can easily be added to the 2003 CIP and to our
annual trails and basketball court project that we bid out every spring.
We do not schedule the construction of basketball courts at every park. We usually wait
to see what amenities are requested by a neighborhood before scheduling them in the CIP.
There is room in the park to construct a Y, court. Since we now have a request, our
recommendation is to construct a Y, basketball court in Glynwater Park in 2003.
Unless directed otherwise we will plan on including this basketball court in our plans and
specifications for the 2003 Trails and Basketball Court Project which will be brought to
the City Council for approval in Spring 2003.

I am a long time Prior Lake resident and I am building a new Twin Home a:t'3351
Glynwater Trail in Prior Lake. I have 2 daughters' who are basketball players at Prior
Lake high school. We have for many years had a court in our driveway at 14337 Sh8.dy
Beach Trail. We would love to see a Y, court put into the park thittis behind our new
twin home. The development itself does not allow any permanment structures in the
driveway, so we would love to see this behind our twin home. It would be put to very
good use.
Not only would the kids get good use, but I think it would be a nice with all the newer
neighbors for Some neighborhood games among the adults too.
I have checked with some of the neighbors and they support the idea. I would like to put
in a special request that if it can be done itbe installed spring or summer ~003. My girls;
are juniors and freshman and would love to give it some good use next summer to .
develop their skills.
