HomeMy WebLinkAbout5F - County Transit Committee MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT February 18, 2003 5-F Susan Walsh, Assistant City Manager CONSIDER APPROVAL OF APPOINTMENTS TO SCOTT COUNTY TRANSIT COMMITTEE History: In 2001, a Study Management Team, comprised of representatives from Scott County, cities of Scott County, Metropolitan Council, transit service agencies and Shakopee Mdewakanton Sioux Community, met several times and identified how current transit services would be enhanced and connected to create a more comprehensive transit system throughout Scott County. Additionally, various surveys were conducted and input was received from residents, transit riders and major employers throughout the county. From these resources, a transit plan was created, and the Scott County Board adopted the Scott County Transit Plan in July 2002. In October 2002, the City Council reviewed and passed a resolution adopting the Scott County Area Transit Study. Based on the study findings and current service areas, Scott County is now recommending that the cities of Prior Lake, Savage and Shakopee each appoint a staff member to serve on a Transit Planning Committee and a council member to serve on the Transit Review Committee, along with representatives from Scott County. The remaining five cities of Belle Plaine, Jordan, Elko, New Market and New Prague will participate on an annual rotational basis. Current Circumstances: The initial responsibility of the two committees will be to draft the purpose and mission, bylaws, chair and strategic plan. The ongoing responsibility of the Transit Planning Committee (staff rnembers) will be to implement the transit study vision of a network transit systern, coordinate and pursue collaborative resources and have ongoing communication to enhance and maintain a multi-system network throughout the County. The ongoing responsibility of the Transit Review Committee (elected officials) will be to recommend planning decisions reflecting city council policy, recomrnend allocation of resources and approve the implementation process. Conclusion: The City Council should consider the appointrnents of Councilmember Joe Zieska and Assistant City Manager Susan Walsh to serve as the City's representatives on the two cornrnittees. Councilrnember Zieska serves on the City Transit Subcornmittee and has agreed to serve on this countywide transit committee. These appointments will address this element and support the City's desire to partner with Scott County and area cities for the implementation of an efficient and well-coordinated transit service throughout the county. (1) Motion to appoint Councilrnernber Joe Zieska to serve on the Transit Review Committee and Susan Walsh to serve on Transit Planning Committee.
