HomeMy WebLinkAbout9A - New City Hall ,," ATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: CITY COUNCil AGENDA REPORT February 18, 2003 f\.~ :~ank Boyles, City Manage~ CONSIDER APPROVAL OF A REPORT REGARDING THE PROPOSED CITY HAll' POLICE STATION' COMMUNITY CENTER WITH RESPECT TO THE FOllOWING: (1) CRITERIA FOR SITE SELECTION; (2) REFINEMENT OF SITES FOR FURTHER CONSIDRATlON; (3) ESTABLISHMENT OF CITY COUNCil SUBCOMMITTEE. History: last year in November, the City Council approved a process and timeline to consider a proposal to construct a new City Hall' Police Station' Community Center. The proposed process and timeline was intended to thoroughly consider the issues surrounding this topic and afford the public the opportunity for input. Since that time the City Council has received a presentation on the size of the building needed to serve long-term Police and City government needs. A site analysis which evaluated seven sites was shared with the City Council. Both of these reports. were provided at regularly scheduled City Council meetings. On January 21, 2003, the City Council conducted a workshop to review the criteria for site selection, refine sites to "finalists" and establish a subcommittee to oversee the remainder of the process. After some preliminary discussions, the Council concurred that it would be appropriate to discuss these matters at a regular City Council meeting. So that this agenda item could be publicized, this { , item was schedule for this evening. V Current Circumstances: The architectural firm of Boarman Kroos Vogel Group has conducted an analysis of the City's long-term space needs. Based upon that analysis, the architect has concluded that the Police Station and City Hall will need to be 48,000 square feet. In addition, a Community Center of8000 square feet or more depending upon community needs was identified by the long-Range Planning Committee. Based upon a building envelop of 48,000 square feet plus an 8000 square foot Community Center, at a minimum, a site of 4 to 5.5 acres is required. In his site analysis presentation to the City Council, Mr. Kroos identified the following criteria: Gateway location to Downtown Multiple Access' Egress Parcel Size and Configuration Terrain, Wetland and Watershed issues Zoning Compatibility Proposed Street & Utility Improvements Consistency with 2020 Vision Site Capacity to accommodate Community Center Proximity to Major Thoroughfares Availability and Cost. 16200 Eagle Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. (612) 447-4230 / Fax (612) 447-4245 1:\CQUNCILIAGNRPTS\2003\NEW PO REPQlllTlI';~OPPORTUNrrv EMPLOYER Seven sites were evaluated against this criteria: Existing City Hall site Prior Lake Mall site Snell property Existing Post Office site Lakefront Park site CH Carpenter site Norex site Mr. Kroos concluded in his report that three of the seven sites could be eliminated from further consideration because they did not meet various criteria. The eliminated sites include the Priordale Mall site, the existing Post Office site and the Norex site. The sites remaining for Council consideration are: 1. Existing City Hall site 2. Snell property 3. Lakefront Park site 4. CH Carpenter site Conclusion: The Council should review the site selection criteria and determine if they should be revised or weighted in some fashion. Then, the remaining sites, as well as any additional sites the Council desires to consider, could be evaluated based upon the refined criteria. It is staff's hope that the Council can narrow the sites to one or two. If there is a tie between sites, it would be appropriate to conduct a site analysis and concept plan to provide the additional data to make a final decision. ISSUES: A great deal of time has been invested by our community in preparing a 2020 Vision and Strategic Plan. The construction of a new Police Station! City Hall! Community Center, given the significance and longevity of the investment, should be consistent with that plan. The 2020 Vision indicated that the Police Station! City Hall! Community Center should be a gateway to the Downtown. The Council may wish to consider which sites are most consistent with the 2020 Vision and Strategic Plan. There may be additional issues or sites the City Council may wish to consider. The City Council should discuss the criteria and sites to determine if a consensus can be reached. If a single site is identified, the City Council should direct that a preliminary cost analysis be undertaken. If two sites are tied, the Council may wish to direct that a site analysis and concept plan be prepared in addition to the cost analysis. In any case, the Council should appoint two of its members to serve as a subcommittee to work on this project with the staff.
