HomeMy WebLinkAbout10C - 2003 Goals MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: ISSUES: ALTERNATIVES: (1) (2) (3) CITY COUNCIL AGENDA REPORT February 18, 2003 @ 10C Frank Boyles, City Man~ CONSIDER APPROVAL OF 2003 GOALS AND OBJECTIVES Historv: At the January 21, 2003 meeting, I reviewed for the City Council the status of achieving 2002 goals and objectives. The City Council directed that I prepare a set of 2003 goals and objectives in conjunction with Mayor Haugen and Councilmember Zieska, who together constituted the City Manager Evaiuation Committee. The attached document is the result of our discussions. Current Circumstances: After the 2002 Goals and Objectives were approved by the City Council, the 2020 Vision and Strategic Plan was adopted. The 2020 Vision and Strategic Plan includes 2002-2005 Tactical Plans. These plans are the short-term steps that must be accomplished to implement the long-term Vision. Accordingly, the proposed 2003 goals and objectives are derived primarily from the 2002-2005 Tactical Plans. The document has been formatted so the Council can see the 2002-2005 Tactical Plans (in blue) while looking at the 2003 goals. The document also includes incomplete 2002 tasks which Council members identified as important. Conclusion: The Council should review and discuss the proposed 2003 goals and objectives. If they are satisfactory, they should be adopted. It is important that the City staff receive clear direction regarding the City Council's 2003 expectations for achievement. It is equally important that the goals and objectives be consistent with the 2020 Vision and Strategic Plan. Approve the 2003 goals and objectives as proposed. Experience no net loss of businesses in the City. . Add at least five new businesses to the community. . Open 58-acre business park to provide land for new businesses. 0 Analyze City user fees for adequacy. 0 Support statutory changes which would expand user fee authority. . Minimize dependency on state of federal revenue sources. . Annually set aside funding for needed infrastructure. 2003 Goals 1) Adjust budget to address State actions and anticipate 2004 cuts. 2) Complete evaluation and adjustment of Park Dedication fees. 3) Complete evaluation and adjustment of sewer and water area charges. 4) Evaluate appropriateness of alternative approaches to management of dance program. 5) Prioritize Capital Improvement Project. DOWNTOWN REDEVELOPMENT 2003-2005 Tactical Action Plan from 2020 Vision & Strategic Plan 0 Secure Watershed approvals for storm water needs. 0 Assist in site plan development which is consistent with the Downtown Plan. 0 Coordinate streetscape improvements adjacent to Lakefront Plaza. . Identify businesses for fa9ade improvements. 0 Work with identified businesses to complete fa9ade improvements. 0 Contract with consultant to prepare alternate parking plans for Downtown including cost and revenue analysis. . Prepare Comprehensive Plan and Zoning Ordinance amendment for Downtown area. 0 Identify target areas for streetscape I pedestrian campus improvement together with funding analysis. 0 Assess needs, estimate costs, and recommend location, financing and design for new City Hall i Police Station and Community Center. . Evaluate retention I demolition of existing City Hall. 0 Demolish Police annex for redevelopment property Downtown. . Work with developers of 5-acre property to identify retail condominium project. . Work with developers of marina expansion proposal. 2003 Goals (1) Complete Fa9ade improvement for Conoco and Little Lakers by the time Lakefront Plaza opens. (2) Initiate Plans and Specs and bid for streetscaping improvements. (3) Determine location, cost and financing for Police Station i City Hall i Community Center. (4) Facilitate deveiopment of 5-acre site between Duluth and West consistent with 2020 Vision. Last Revised: February 14, 2003 ECONOMIC DEVELOPMENT 2003-2005 Tactical Action Plan from 2020 Vision & Strategic Plan Contract with commercial real estate firm to identify desirable businesses likely to develop in Prior Lake. . Identify most appropriate promotional angle and tools. Develop and initiate promotional effort . Open 58-acre business park property. . Simplify approval processes in at least two siqnificant activity areas.. 2003 Goals (1) Open 58-acre Business Park and facilitate at least one new Business Park project. (2) Explain incentives available for the redevelopment of Priordale Mall. (3) Re-zone CH Carpenter site from C-2 to C-4. (4) Complete inventory of commercial i retail land in the community. (5) Based upon (4) above, amend the Comp Plan and Zoning Ordinance to reflect appropriate commercial i retail inventory (including extension of Downtown area along CSAH 21 to the lake). HOUSING QUALITY & DIVERSITY 2003-2005 Tactical Action Plan from 2020 Vision & Strategic Plan . Establish a committee to identify short-comings in housing availability and recommend City actiosn to address needs. . Work with major employers to evaluate 1sLtime homebuyers program guidelines. . Work with metropolitan Council and HRA on affordable housing projects such as Bluff Heights and Jeffers Pond. 2003 Goals (1) Receive funding for affordable housing program in Jeffers Pond. (2) Encourage developer to submit development petition for Jeffers Pond and expedite review process. INFRASTRUCTURE 2003-2005 Tactical Action Plan from 2020 Vision & Strategic Plan . Assess needs, estimate costs and recommend location, financing and design for new City Halll Pdlice Stcitionand Community Center. . Work with County to acquire 36-acreparcel. . (5) Complete all 2003 projects and equipment acquisitions in accordance with the 2003-2007 CIP. Last Revised: February 14. 2003 NATURAL RESOURCES 2003-2005 Tactical Action Plan from 2020 Vision & Strategic Plan . Contract with a firm to prepare a surface water quality plan for the City. . Work with the Lake Advisory Committee to complete Capital Improvement projects relating to storm water. . Work with Watershed on preparing a management plan for all City lakes. . Develop a committee of appropriate parties to develop long-range recommendations for lake access and use. . Complete Wells No. 7 and B,emphasize conservation in public relations materials. . Utilize phosphorus-free fertilizers, follow herbicide warning labels and address playfeld storm water on site to the extent possible. 2003 Goals (1) Complete a surface water management plan. (2) Offer incentives to encourage water conservation. (3) Amend the Comprehensive Lake Management Plan for Prior Lake to be sure it is up to date. (4) Acquire street sweeper to prevent water quality degradation. (5) Implement rain water garden project in Downtown. (6) Prepare a storm water pollution prevention plan and complete six objectives required by National Pollutant Discharge Elimination System (NPDES) Phase II. TRANSPORTATION 2003-2005 Tactical Action Plan from 2020 Vision & Strategic Plan . Complete Commerce 1 Bo~din improvements as part of development. . Complete 1501h Streetand TH 13 as a cooperative effort to serve School District. . Complete Ring Road: . Re-design TH 13rCSAH 211 Main Street intersection as part of City Hall or Lakefront Plaza 1 Main Street improvements. . Attend meetings, write letters as necessary to support CSAH 21 completion. . Evaluateadditionalroutesfor Laker Lines along TH 169 corridor and 1-35E to St. Paul. . Work with the MetCountil and ScotlCountyto identify enhancements to dial-a-ride services. . Evaluate and update park and trail portion of Comprehensive Plan to assure connections betwee.n neighborhoods. . Complete regional trail.. . 2003 Goals (1) Complete Commerce i Boudin 1 TH 13 improvements. (2) Complete overlay of TH 13 and turn lanes for 150th Street. (3) Complete split phasing at TH131 CSAH 21. (4) Initiate and expedite CSAH 21 Traffic analysis. (5) Complete Ring Road. (6) Evaluate Downtown shuttle and other potential bus routes for Laker Lines. (2) Execute agreement to allow extension of sewer and water to Vergus. (3) Obtain Fire Station / Interpretive Center i Transit Center site(s) within Jeffers Pond PUD approval. Explore additional partnerships with P.LAY" Lions Club, Rotary Club, Optimists Club, VFW and Dockside Teen Center. 2, Provide publicity for crime prevention programs like National Night Out. 3, Complete web page update and keep current. 4.
