Prior Lake, MN 55372-1714 MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: SEPTEMBER 15, 2003 8A JANE KANSIER, PLANNING COORDINATOR PRESENTATION OF CONCEPT PLANS FOR DEVELOPMENT OF THE BUSACKERlBLUMBERG PROPERTY (HERITAGE LANDING) History: Tradition Development is considering development of the Busacker/Blumberg property, which consists of approximately 11 acres located on the south side of 170th Street, south of County Market and north of Crystal Lake. This property is presently vacant land located outside of the City limits. It is designated for annexation in 2004 on the proposed Orderly Annexation Map. The property is not identified on the City's 2020 Comprehensive Plan Land Use Map at this time. The concept development seems to indication Low to Medium Density Residential uses. I I ,I \I :I (I '. i: I' I' Ii I !l Ii The developers have submitted a concept plan for the development of this site, which subdivides the property into 50 lots for townhouse units, for a gross density of 4.54 units per acre. The concept plan does not include any parkland. i I I On August 25, 2003, the developers presented the concept plan to the Planning Commission. The details of this presentation are included in the minutes of the Planning Commission meeting attached to this report. The Issues: The staff has not reviewed the specifics of this plan. The issues pertaining to this concept plan are broader and more policy related. For discussion purposes, the staff has identified the following issues: . The City has a project scheduled for 2004 which includes the reconstruction of 170th Street and the extension of sewer and water services to this area. There is no parkland identified on this site. The terrain of the site is not conducive to a park, so more than likely the City would require a cash dedication in lieu of land. . The Planning Commission also recommended there be provisions made for a trail around Crystal Lake. I The Council may wish to share its thoughts about any of the above issues or additional issues to guide the developer in design of this development. The Council's comments will not be binding and the developer should not rely on any statements made by individual Council members. Conclusion: The purpose of this item is to discuss the concept development of the site, and to allow the Council to voice any particular concerns or ideas about the proposed development. This discussion is for informational purposes only. Any future plans must be processed with the appropriate hearings and public participation. I ! Tradition Development seeks City staff input on the concept plan via the Design Review Committee process. Additionally, we would like to present the concept plan to City COWlcil and understand the level of support for the proposed commWlity. Heritage Landing is located on the LaVina Busaker and Florian Blumberg properties that are currently Wlder Purchase Agreement with Tradition Development. As you may recall, the Busacker property has made application for annexation to the City of Prior Lake and is awaiting City COWlcil approval. We would like to continue the annexation process as soon as possible. The Blumberg property is located in Spring Lake Township and will seek annexation following the orderly annexation process that is currently Wlderway at the City. Please consider the enclosed plans at the next available DRC meeting. We have met with Sue McDermott to discuss the impact of these plans to the Municipal Improvement Project of I 70th Street and Wlderstand that an expeditious review of these plans will be necessary to coordinate those improvements with this community. We would like the ability to present this concept to the City Council no later than September 2"d, 2003. It is bounded to the North by 170th Street, to the East by existing residential property, to the West by agricultural property and bounded on the South by Crystal Lake. The Property is currently under Purchase Agreement with LaVina Busacker and Florian Blumberg's estate. Site Characteristics: Heritage Landing is abundantly treed and is largely virgin ground. The property contains one knoll and a large swale that drains to Crystal Lake. The site is adjacent to 170th street which is planned for municipal improvements in the Fall of 2003, bringing the needed services to the site. It contains approximately 11.18 acres. Current Zoning & Land Use: Heritage Landing is cWTently part of Spring Lake Township. The Busacker property has made application for annexation and is awaiting approval by the City of Prior Lake. Spring Lake Township has approved the annexation. The Busacker property is vacant. The Blumberg property has recently been incorporated into the concept plan. Tradition Development will seek annexation approval from both the Spring Lake Township and the City of Prior Lake for the Blumberg property. The Blumberg property cWTently contains one vacant residence in disrepair. Proposed Zoning: Tradition Development proposes to seek an R2 or R3 zoning classification for the property to support the proposed use. It is not intended to seek variances to the ordinance in order to support the concept plan. Concept Plan: Heritage Landing offers 50 row townhome opportunities in Prior Lake. The community is served via one public street with two proposed access points to 170th Street. The municipal improvements to 170th Street will bring sanitary sewer and water to the site. Per city ordinance.' a 150' building setback has been identified from the Ordinary High Water Level of Crystal Lake as defined by the DNR as elevation 943.3. The building setback line limits the potential construction of home sites to roughly 7 acres, only y, of the site. Due to the constraints of the setback, the easterly and southerly portion of the site is not buildable and may serve as a private or public park space. Planning Coordinator Jane Kansier presented the Planning Report on file in the office of the City Planning Department. Tradition Development is considering development of the BusackerlBlumberg property, which consists of approximately 11 acres located on the south side of l70th Street, south of County Market and north of Crystal Lake. The concept plan does not include any parkland. No formal action was required. Commissioner Ringstad excused himself from the discussions as he has done business with one of the builders who may be doing work on the project. Comments from the Commissioners: Scott McMahon, Project Manager for Tradition Development, explained Tradition's desire to look for special and unique housing projects that bring character to a community. The local builder would be Rock Creek Homes. They do not have a price range at this time. Tradition Development has done work in Apple Valley and Credit River.
