CONSIDER APPROVAL OF A RESOLUTION APPROVING
FIRE DEPARTMENT GRANT AGREEMENT WITH FEDERAL
EMERGENCY MANAGEMENT AGENCY (FEMA)
DISCUSSION:
Introduction
The Prior Lake Fire Department has applied for and been awarded a
Federal Emergency Management Agency (FEMA) grant under the
Assistance to Firefighters Grant 2003 federal program. The award is
for $95,703.00 with a required city match of $10,633.00. The
purpose of the grant is to replace 22 self-contained breathing
apparatus' (SCBA), and purchase 33 facemasks and a thermal
imaging camera. The purpose for this agenda item is to approve the
acceptance of the grant and appropriate the matching funds from the
Revolving Equipment Fund.
Current Circumstances
This grant will be used to replace the Fire Department's present self-
containing breathing apparatus (SCBA) and to add an additional
thermal imaging camera. Currently the Fire Department has 22
SCBA units. None of the SCBA units comply with current NFPA
standards. The age of most of the units is unknown. Based on the
manufacture date it is estimated that the oldest units are over thirty
years old while the newest are 5 years old. Ten of the cylinders are
steel and very heavy and uncomfortable to use. By the end of 2007
the majority of the cylinders will exceeded their useful life and must
be removed from service. Aside from this grant, no funds are
presently allocated to replace this equipment.
The Fire Department will be acquiring 22 replacement SCBA units
and 33 facemasks at a cost of $94,336.00. This will allow the
Department to replace all of the existing SCBA units and issue new
facemasks to all department members. The thermal imaging camera
is a handheld camera that allows firefighters to identifY the seat of
the fire. It can differentiate between heat intensities of an actual
burning object and that of a body temperature. They allow
firefighters to find unconscious victims in smoky rooms, to pinpoint
the sources of fire and to detect structural dangers. Therefore the
TIC is an integral life saving piece of equipment, both for the
firefighter and the potential victim. The cost of a new TIC is
$12,000.

IMPACT TO TAXPAYERS: Overall, the total equipment purchase amounts to $106,336.00.
Because the City is providing a 10% match we are able to leverage
the remaining amount. The City share ($10,633.00) is to be allocated
from the Revolving Equipment Fund. The Revolving Equipment
Fund projects replacement of equipment for the next twelve years
and has sufficient dollars to cover the city's matching share. This
will provide a significant tax savings to the community.

WHEREAS, The purpose of the FEMA grant is to purchase 22 Self-Contained Breathing

application; and
WHEREAS, The new equipment is essential to firefighter safety and will provide invaluable life
saving assistance to the Fire Department and the community; and
WHEREAS, The grant award requires a 10% local community match in order for the City of
Prior Lake to receive $95,703.00.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE
