HomeMy WebLinkAbout10B - Rain Gardens UNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: SEPTEMBER 15, 2003 lOB SUE MCDERMOTT, CITY ENGINEER CONSIDER APPROVAL OF A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR ERIE AVENUE AND EAGLE CREEK AVENUE RAIN GARDENS (CITY PROJECT #02-08) DISCUSSION: Historv On April 21, 2003 the City Council approved Resolutions 03-64 and 03-65 approving a receipt of a $75,000 Metropolitan Council Grant and preparation of plans and specifications for the Downtown Rainwater Garden project. Rainwater gardens are proposed in the downtown area to take the place of traditional storm water ponds. The gardens will utilize less space and can be landscaped to blend in with downtown amenities. The gardens are required in order for additional development to occur downtown. Current Circumstances This project originally involved construction of 4 rainwater gardens in the downtown area. The proposed locations were along CSAH 21 in front of City Hall (Eagle Creek Avenue raingarden), west of Lakefront Plaza (Erie Avenue raingarden), at the Lakefront Park entrance, and east of the library. The garden proposed at the Lakefront Park entrance will be constructed in 2004 with the Main Avenue reconstruction project. It was determined that the rainwater garden east of the library was not feasible. Staff has scheduled an informational meeting for June 4, 2002. Plans will be available for review and staff will be present to answer any questions. The proposed bid opening is September 30th. Issues The rainwater gardens are required to proceed with the redevelopment of the downtown area. The Metropolitan Council grant is intended to assist us and provide data to others about how well raingardens work. The Prior Lake Rotary is contemplating a centennial project in 2005. One of their thoughts is to fund the fountain and sitting area in the Erie Rainwater garden. The Rotary has $10,000 but has not committed to this project. The proposed design includes a 25-foot diameter circular area ringed by a boulder wall where a fountain and some benches could be placed in the future or in conjunction with the Downtown reconstruction project. The garden is being bid as an alternate as shown below. The estimated cost of the gardens is as follows: Estimated Cost Eagle Creek Rainwater Garden $39,600 Erie A venue Rainwater Garden $60,700 Rotary Garden $23,700 TOTAL PROJECT $124,000 * Include 35% indirect costs for engineering, administration and finance. Conclusion The staff will provide a brief summary of the plans and specifications. The staff believes it is appropriate for the City Council to approve project plans and specifications and authorize solicitation of bids for the Downtown Rainwater Garden Project #02-08. The cost of the rainwater gardens in the amount of $100,300 are within the $125,400 budget submitted to the Metropolitan Council for this work. Funding sources have been identified as follows: ALTERNATIVES: RECOMMENDED MOTION: approveplanraingarden FUND Water Quality Fund $48,400 Metropolitan Council Grant $75,000 Rotary Contribution $10,000 Prior Lake - 8prina Lake Watershed District $2,000 TOTAL $135,400 The difference between our budgeted amount of $135,400 and our estimated cost to construct the Erie Avenue, Eagle Creek Avenue and Rotary Gardens is $11,400. This balance will be applied to the construction of the garden proposed for the Lakefront Park entrance which will be constructed next year with the Main Avenue reconstruction project. If the Rotary does not provide the $10,000 contribution, the Rotary Garden can be deleted from the project since it will be bid as an alternate. Finally, an entry structure estimated to cost $30,000 is contemplated to complete this project. An allocation from the contingency account would be required to fund this structure. Staff would return to the council at the appropriate time to complete this acquisition. The alternatives are as follows: 1. Adopt a resolution approving plans and specifications for Project #02-08, Downtown Rainwater Garden Project, including the Eagle Creek Garden, Erie Avenue and Rotary Garden and authorizing advertisement for bids. 2. Deny this item for a specific reason and provide staff with direction. 3. Defer this item until some date in the future. Motion and second adopting a resolution approving plans and specifications for Project #02-08, Downtown Rainwater Garden Project, including the Eagle Creek Garden, Erie Avenue and Rotary Garden and authorizing advertisement for bids. RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR DOWNTOWN RAINWATER GARDENS, CITY PROJECT #02-08 FOR THE CITY OF PRIOR LAKE, MINNESOTA MOTION BY: SECOND BY: WHEREAS, pursuant to Resolution 03-65, adopted on February 18, 2003, Bonestroo Rosene Anderlik & Associates, Inc. has prepared plans and specifications for the Downtown Rain Water Gardens. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that 1. The plans and specifications for the Downtown Rainwater Gardens are dated September 10, 2003 and are incorporated by reference herein as if fully set forth. 2. The above referenced plans and specifications are hereby approved. 3. The City Manager shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids for the making of the improvement pursuant to the attached plans and specifications. The advertisement shall be published not less than 10 days prior to bid opening, shall specify the work to be done, and shall state that the bids will be received by the City Manager until 10:00 a.m. on Tuesday, September 30, 2003, at which time the bids will be publicly opened at City Hall at 16200 Eagle Creek Avenue SE by the City Engineer. No bids will be considered unless sealed and filed with the City Manager and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior Lake in the amount of five (5) percent of the amount of such bid. 4. The City reserves the right to reject any and all bids for any reason as determined solely by the City. Passed and adopted this 15th day of September, 2003.
