HomeMy WebLinkAbout10D - Downtown Streetscape Plan DATE: AGENDA #: PREPARED BY: REVIEWED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT SEPTEMBER 15, 2003 10D SUE MCDERMOTT, CITY ENGINEER FRANK BOYLES, CITY MANAGER CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING BONESTROO ROSENE ANDERLIK & ASSOCIATES (BRAA) TO PROVIDE PROFESSIONAL ENGINEERING SERVICES REL TING TO DOWNTOWN REDEVELOPMENT FOR THE PREPARATION OF 1) PLANS AND SPECIFICATIONS FOR MAIN AVENUE AND DAKOTA STREET, 2) PARKING STUDY, 3) SURVEY OF DOWNTOWN PROPERTIES, AND 4) LAYOUT OF THE TH13/RIDGEMONTIMAIN/CSAH 44 INTERSECTION (CITY PROJECT #04-01) HISTORY One of the eight vision elements identified in the City's 2020 Vision and Strategic Plan is downtown redevelopment. Some of the primary achievements that must be reached in order for this vision element to become a reality were identified as follows: 1. Develop Downtown parking plan. 2. Complete Design for reconstruction of road system into Downtown area. 3. Compete redevelopment plan tying Downtown to the Lake. 4. Implement plan for reconstruction of streets, design of a streetscape and construction of a pedestrian campus. 5. Construct new City Hall/Police/Community Center as a gateway to Downtown and Lakefront Park. A request for proposal for professional engineering services was sent to seven engineering firms for the following items: 1. The preparation of MSA approved plans and specifications for the reconstruction of Main A venue streets and utilities from Kop Parkway to CSAH 21 for bidding in March, 2004, and construction with substantial completion by July 15, 2004. This reconstruction project will also include the reconstruction of non-MSA Dakota Street from TH 13 to Erie Avenue. It will also include the design of a "streetscape" on both streets. 2. The preparation of documents necessary to receive a MnDOT "Staff Approved Layout" for the reconstruction of TH 13/CSAH 44/Main Avenue/Ridgemont Avenue intersection in coordination with the plans and specifications described in No.1. ldMfJ~J.;;x~~~Ji,.,,,BrJ&r Lake, Minnesota 55372.1714 / Ph. The survey of the former Kop farm (which is the proposed City HalVPolice Station site) and the TH 13/CSAH 44/Main Avenue/Ridgmont Avenue intersection. 4. The preparation of a Downtown Parking Study. The reconstruction of Main Avenue and Dakota Street, including streetscaping, are in the City's Capital Improvement Program (CIP) for the year 2004 at an estimated cost of $1,815,000. The City Ha\1/Police Station! Community Use Center and the TH 13/CSAH 44/Main Avenue/Ridgmont Avenue intersection are in the CIP in the year 2005 at an estimated cost of $13,000,000. Current Circumstances On September 5, 2003, the City received five proposals for the work described above. The firms and dollar amounts to complete the work are listed in the following table: FIRM PROPOSED COST BRAA, Inc. $167,868.00 S.E.H., Inc. $202,593.00 Kimlev-Hom and Assoc. $244,330.00 WSB & Associates $265,521.00 SRF Consulting Group $282,106.00 BRAA has designed several projects for the City including trunk water and sanitary sewer on CSAH 42 and CSAH 83 and the Downtown Rainwater Gardens. BRAA's proposal demonstrates a good understanding of the project scope and approach. Staff recommends that the City Council authorize BRAA to complete the design ofthe Downtown projects. ISSUES: 1. Timing: The substantial completion date of July 15, 2004, which is prior to the Lakefront Days parade, for the Main Avenue reconstruction creates a very tight schedule. Main Avenue is currently on our Municipal State Aid System and will have to be designed to State Aid standards in order for the City to request State Aid funding for the project. We need to begin the project immediately to make sure the project area is surveyed before winter so that accurate plans can be assembled. A tentative schedule for the project is attached. 2. Funding: A rough cost estimate for the Main Avenue/Dakota Street project is approximately $1.8 million. Potential funding sources are identified as follows: 2 G:\Agenda\Agenda03\Agenda award to BRAA.DOC Fundin2 Source Amount Tax Increment Financing $450,000 MSA Funds $500,000 Trunk Reserve/Collector $865,000 TOTAL $1,815,000 The City Council may elect to specially assess a portion of the project cost based upon the results of the feasibility report approved in the previous agenda item. 3. Qualifications: The staffis pleased that five of the seven firms contacted submitted proposals. We have examined the proposals (copies are available in my office) and believe that the BRAA proposal will accomplish the objectives we seek. BRAA has done work for the City related to the downtown (rainwater gardens). FINANCIAL IMPACT: The funding for the project will come from a variety of sources as noted above. ALTERNATIVES: RECOMMENDED MOTION: There are two alternatives for the City Council to consider: 1. Approve a resolution which authorizes the City to enter into its standard professional services contract with BRAA, Inc. to provide engineering services for City Project Number 04-01 for a fee not to exceed $167,868.00. 2. Deny this item for a specific reason and provide staff with direction. Staff recommends adoption of Alternative No.1. ACTION REQUIRED: A motion and a sec d to adopt the Resolution stated above. REVIEWED BY: G:\Agenda\Agenda03\Agenda award to BRAA.DOC 3 ~ ION APPROVING BONESTROO ROSENE ANDERLIK & ASSOCIATES TO DE ENGINEERING SERVICES FOR THE DOWNTOWN REDEVELOPMENT PROJECTS, CITY PROJECT NO. 04-01 MOTION BY: SECOND BY: WHEREAS, it is proposed to prepare plans and specifications for the reconstruction of Main Avenue streets and utilities from Kop Parkway to CSAH 21 and Dakota Street from TH 13 to Erie Avenue, including the design of a "streetscape" on both streets; preparation of documents necessary to receive a MnDOT "Staff Approved Layout" for the reconstruction of TH 13/CSAH 44/Main Avenue/Ridgemont Avenue intersection, the survey of the proposed City HalllPolice Station/Community Use site, the preparation of a Downtown Parking Study, and; WHEREAS, the Adopted Capital Improvement Program for 2004-2008 and the City's 2020 Vision and Strategic Plan have designated these projects as a priority for the City, and; WHEREAS, engineering services including preliminary and final design and surveying are required for this project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are authorized to execute the City's standard professional services contract with BRAA & Associates to provide engineering services for the preparation of plans and specifications for the reconstruction of Main Avenue streets and utilities from Kop Parkway to CSAH 21 and Dakota Street from TH 13 to Erie Avenue, including the design of a "streetscape" on both streets; preparation of documents necessary to receive a MnDOT "Staff Approved Layout" for the reconstruction of TH 13/CSAH 44/Main Avenue/Ridgemont Avenue intersection; the survey of the proposed City HalllPolice Station/Community Use site; and the preparation of a Downtown Parking Study. for a total fee not to exceed $167,868.00. 3.
