ANNUAL REPORT ON WELLHEAD PROTECTION PLAN

DISCUSSION:
Introduction
The purpose of this agenda item is to inform the City Council about the status
of the Wellhead Protection Plan implementation.
Historv
The State of Minnesota Department of Health (MDH) requires cities that use
groundwater for their public water supply to develop Wellhead Protection Plans
(WHPP) to help protect groundwater from contamination of the aquifer from
which their wells draw water. The contaminants from which cities must protect
their groundwater sources include; household chemicals, watershed practices,
industrial contaminate sources, septic systems, and others.
Current Circumstances
The City of Prior Lake completed its WHPP in 2007 and is currently in its
second year of implementation. The plan requires an annual report and
periodic evaluations. The MDH evaluated implementation of the Prior Lake
WHPP for the first time this spring.
The Prior Lake WHPP includes specific action items required to be performed
by the City during the life of the plan. Specific categories include: Well
management, potential contaminate source properties, other potential
contaminate sources, general public education, and data collection.
ISSUES:
The following is a summary of implementation efforts made during the 2008
reporting period, including an explanation of the proposed effect:
1. Initial educational mailinas to all potential contaminate source
prooerties. well owners and septic svstem owners in the Drinkina Water
Suoolv Manaaement Area mWSMA), This initial contact was intended
to inform property owners of the potential wellhead contaminates
relating to their property and provide them with a basic understanding
of how to reduce or eliminate any risk.
2. Proiect 07-01 extension of sewer to existina industrial park prooerties.
This project represents an incremental step to reduce the number of
industrial septic system contaminate sources in the DWSMA by
providing City sanitary sewer service.
3. EM Products and Performance Commercial stormwater manaaement
svstems. By working with site developers to meet Watershed

Organization stormwater requirements downstream water bodies
(wetlands and lakes) will retain surface water quality protecting
potential groundwater connections.
4. Surface water educational brochure distributed to sinole familv owners
in the wellhead in the eastern DWSMA. By informing individual
property owners of their potential impact on the quality of their drinking
water the City can foster good household practices to prevent or
reduce contaminates.
5. Drinkino Water Consumer Confidence Reoort. Inform public of test
results and procedures used to protect water supply.
6. Advertise household hazardous waste collection and disoosal. By
encouraging proper disposal of chemicals, less pollution to surface and
groundwater occurs.
7. Contaminate source database. data collection. An up to date database
of contaminates in the wellhead area helps the City target its
educational efforts.
In addition to all ongoing wellhead protection activities, the following areas will
be a focus of WHPP implementation in the 2009-2010 reporting period:
1. Distribute "Well Owners Handbook" to all well owners in the wellhead
area.
2. Promote proper sealing of wells in the city and townships by posting
information on website and newsletters.
3. Provide tailored information to properties with potential contaminate
sources to promote wellhead protection.
4. Emergency response coordination will be discussed, and training
implemented.
5. Plan monitoring well locations to better understand surface water
connectivity.
FINANCIAL
IMPACT:
Annual implementation costs for ongoing program elements come from the
Utility Fund. The following is a summary of expected program costs in
2009/2010.
. Educational program elements, including printing; $5,750.00.
. Staff time for research, database management and coordination of
program; 398 Hours.
. Consultant for creation of contaminate source database; $15,000.00.
. Construction of monitoring wells; $55,000.00.
. Development of Wellhead Protection Overlay District $5,000
ALTERNATIVES:
RECOMMENDED
MOTION:
The total estimated funding needed is $80,750 plus an estimated 398 hours of
staff time. The 2009 budget includes $15,000 for Wellhead Protection and the
proposed 2010 budget will include $65,750 most of which is dedicated to
construction of monitoring wells in the Industrial Park. The funding for these
items comes from the Water Utility Budget which is supported by resident
water use fees. About $10,000 of the funding for the observation wells will
come from the water quality budget as these wells will also serve to view the
interaction between surface runoff and groundwater.
