HomeMy WebLinkAbout5H - CR 12 Phase III Reconstruction Project #10-011 MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: ISSUES: AUGUST 17, 2009 5H lARRY POPPlER, ASSISTANT CITY ENGINEER CONSIDER APPROVAL OF A RESOLUTION ORDERING PREPARA- TION OF A FEASIBILITY REPORT FOR THE COUNTY ROAD 12 PHASE III RECONSTRUCTION IMPROVEMENT PROJECT, CITY PROJECT #10-011 Introduction The purpose of this agenda item is to initiate the process for local im- provements set forth in the 2009 portion of the 2009-2014 Capital Im- provement Program in accordance with Minnesota Statutes (M.S.), Chapter 429. Historv The City uses the five-year Capital Improvement Program and a Pave- ment Management Program to prioritize and plan for infrastructure im- provements and the financing for capital improvements. The City also coordinates local improvements with the Scott County Highway Depart- ment. The proposed 2010 street reconstruction program includes street and utility improvements to Phase III of the County Road 12 project. This is the third of four projects to update County Road 12. This phase is from Walnut Avenue to 900 feet west of Howard Lake Road. The M.S. Chapter 429 process applies to all projects that will be financed in whole or part through special assessments or bond proceeds. The first step to qualify under the Chapter 429 process is for the Council to order the preparation of a Feasibility Report for the improvement pro- jects. The overall cost and the City's share of the cost will be reviewed and recommendations will be made to the Council regarding the project. Current Circumstances This project is in the 2010 Capital Improvement Program. The project requires special assessments and financing through bond proceeds, and therefore requires the City to follow the requirements of M.S. Chapter 429. The City is required to assess a minimum of 20% of the cost of a public improvement project completed through the Chapter 429 process and financed through G.O. bonds. The Feasibility Report will determine the estimated costs of improvements and methods of financing. Following receipt of the Feasibility Report, the Council will direct City Staff to abandon or proceed with the im- provement project, depending upon whether the requirements for the Chapter 429 are being met. If the Chapter 429 process is to proceed, the Council can then schedule a Public Hearing. Following a Public Hearing, the Council will consider whether to move forward by authoriz- ing the preparation of plans and specifications. Once completed, the City Council will be asked to approve the plans and specifications, au- thorize advertisement for bids and then award the contract. The financial impact of this project will be further analyzed in the Feasibil- ity Report. There are three alternatives for the City Council to consider: 1. Approve a resolution ordering preparation of a Feasibility Report for Street reconstruction for County Road 12 from Walnut Avenue to 900 feet west of Howard Lake Road 2. Deny this item for a specific reason and provide staff with direc- tion. 3. Table this item until some date in the future Staff recommends alternative #1. 4646 Dakota Street S.E. Prior Lake, MN 55372-1714 RESOLUTION 09-xx ORDERING PREPARATION OF FEASIBILITY REPORT FOR THE COUNTY ROAD 12 PHASE III IMPROVEMENT PROJECT Motion By: Second By: WHEREAS, The City's Capital Improvement Program includes a project to construct improvements to County Road 12 (approximately 900' west of Howard Lake Road to Walnut Avenue), including the construction of storm sewer, sanitary sewer, watermain, aggregate base, concrete curb and gutter, bituminous surfacing, street lights, and appurtenant work; and, WHEREAS, The preparation of a Feasibility Report will provide the City Council with information regarding the necessity, cost-effectiveness, and feasibility of the project; and, WHEREAS, Street reconstruction is necessary to provide residents the opportunity of safe travel while commuting throughout the City. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The proposed improvements are referred to the City Engineer for study. 3. The City Engineer is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective and feasible and as to whether they should best be made as proposed or in connection with other improvements, and the estimated costs for the improvements as recommended.
