CONSIDER APPROVAL OF A RESOLUTION ACCEPTING A PLAN FOR
SPRING LAKE TOWNSHIP PARK IMPROVEMENTS
Introduction
The purpose of this agenda item is to seek approval by the City Council of a
resolution approving the plan for the Spring lake Township Park
Improvements.
Historv
On July 21, 2003 the City Council approved the Orderly Annexation
Agreement (OAA) with Spring Lake Township. As part of that OAA the City
agreed to develop parks located on Raymond Avenue and South Shore Drive
at its cost. The OAA detailed that the improvements should include a play
structure and picnic shelter at each park. The OAA required that the
improvements be completed by December 31,2009.
City and Township staff met several times over the last year to develop a plan
for improvements (the "Plan") of the parks. On March 19, 2009 the City Parks
Advisory Committee approved the Plan and directed that it be taken to the
Township Board and City Council for consideration. On May 18, 2009 the
Spring Lake Township Board approved the Plan.
Current Circumstances
Prior to completing the improvements the City Council needs to approve the
proposed Plan.
South Shore Park
The existing park contains a play structure already so the following
improvements have been recommended:
1) Modify existing play structure and curbing to meet safety requirements
2) Inspect and insert play structure in to City Neighborhood Park
Maintenance Matrix for future replacement when warranted
3) Construct Standard City Park Shelter at agreed upon location
4) Install picnic tables and garbage container
5) Install park signage
Ravmond Avenue Park
This park is planned as a natural park as it contains about 800 feet of lake
shore on Spring lake. The following improvements have been recommended:
1) Clean existing site and level for Park Shelter
2) Construct Standard City Park Shelter at agreed upon location
3) Install picnic tables, grill (2) and garbage container
4) Construct fishing pier with 3 boat slips for docking
5) Install wood chip trail connecting to pier, parking and shelter

6) Install park signage
7) Install required fencing to ensure park is not used as lake ramp access
ISSUES:
Prior to construction of improvements the park property currently owned by the
Township needs to be transferred to the City. The City Attorney has begun
this process on the City's behalf. The Township and City Staff have agreed
that the improvements should be started this fall and be completed by spring
of next year. This will allow the City Park staff to construct the improvements
during non-peak work periods.
FINANCIAL
IMPACT:
The Orderly Annexation Agreement requires 2 park shelters and 2 play
structures. By utilizing the existing play structure and eliminating the structure
at Raymond Avenue additional improvements, including the fishing pier, can
be completed. The total estimated cost of the improvements set out in the
OAA is $130,000. The proposed improvements are estimated to cost
$85,000. This amount is reduced in recognition of the cost of future
replacement of the play structure at South Shore Park. Currently play
structure replacement runs between $35,000 and $45,000 depending on the
size and age group range of the structure.
Funding for these improvements is available and has been planned for from
the Capital Parks Fund. The Capital Improvement Program approved in July
also reflected this planned expenditure in 2009. Staff plans to bring quotes for
the specific improvements to the City Council for approval at a future meeting.
ALTERNATIVES: 1. Approve a resolution approving the plan for the Spring lake Township
Parks
2. Table the Resolution for a specific reason.
3. Deny the Resolution.

RESOLUTION APPROVING A PLAN FOR SPRING LAKE TOWNSHIP PARK IMPROVEMENTS

WHEREAS, The Orderly Annexation Agreement approved on July 21, 2003 with Spring lake
Township required improvement of the South Shore and Raymond Avenue Parks by
the City of Prior lake by December 31, 2009; and
WHEREAS, City and Township staff have developed a plan and schedule for improvement of these
parks by the Spring of 2010; and,
WHEREAS, On March 19, 2009 the Prior lake Parks Advisory Committee approved the plan; and
WHEREAS, On May 14, 2009 the Spring lake Township approved the plan and schedule; and
WHEREAS, The plan will include modifications to the existing play structure and construction of the
City's standardized park shelter with appurtenant equipment at the South Shore Park
and construction of a fishing pier and park shelter with appurtenant equipment at the
Raymond Avenue Park; and
WHEREAS, Prior to construction the park property will be conveyed to the City of Prior lake.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The plan for park improvements outlined herein is approved.
3. City Staff is authorized to obtain quotes for the improvements to be considered by the City Council
at a future meeting.
