AUTHORIZING SAFE & SOBER COMMUNITIES
FUNDING FOR THE PERIOD OCTOBER 1, 2003 TO
SEPTEMBER 30, 2004.
History
Prior Lake and Savage have been participating in the Safe &
Sober program for the last few years, This agenda item
recommends the City's continued participation in the program.
Ajoint application for Prior Lake and Savage has been
submitted to the Minnesota Department of Public Safety for
grant money under the Safe & Sober Communities program.
This program puts patrol officers on the street during
designated enforcement periods, The departments will work in
unison and identify target areas for enforcement. A resolution
by the governing body receiving the grant money must be
adopted. In our case, both communities are required to adopt a
resolution. The two communities have a long record of
cooperation in this endeavor.
The National Highway Traffic Safety Administration provides
funding for this program. They have identified the top traffic
safety priorities as the reduction of impaired driving and the
increase use of seat belts and child safety seats.

Current Circumstances:
Through the use ofthis grant money, both communities will be
able to participate in the campaign while maintaining regular
patrol functions. Regularly scheduled patrol shifts will not be
affected by the special shifts for the campaign - Officers will
not be taken off the street and reassigned to work the campaign.
Officers are paid to work extra shifts at their respective
overtime rate through the grant.
The total Federal grant to cover the overtime hours and
equipment necessary for this effort is $21,000.00.
The Savage Police Department is the lead agency for this grant;
Prior Lake is the partner agency. Savage Police Chief Gordon
Vlasak is designated as the fiscal agent and administrator for
this grant.
The partnership with the Savage Police Department allows
both agencies to pool resources, This sharing of equipment,
patrol officers, support staff and prosecution should help to
make this a successful campaign once again.
The project is funded by a 21,000.00 one-year grant from the
Federal government. The City's contribution includes clerical
and administrative support, as well as the use of department
equipment. Additional contributions would be associated
prosecution cost and court time for the officers.
I. Accept the grant money by adopting Resolution 03-XX.
2. Deny approval of the Safe & Sober grant money.

ESOLUTION AUTHORIZING EXECUTION OF GRANT AGREEMENT
WITH THE MINNESOTA DEPARTMENT OF PUBLIC SAFETY FOR SAFE
& SOBER COMMUNITIES PROJECT.

The City of Prior Lake desires to guard the safety of the
citizens by improving traffic safety and participating in the
Safe & Sober Communities program: and
Under the provisions of the Highway Safety CT (P.L, 89-563),
the Minnesota Department of Public Safety has received
Federal funding to promote traffic safety; and
A partnership with the Savage Police Department has been
formed to jointly address traffic safety using Federal funding
in both cities; and
The Minnesota Department of Public Safety has judged the
City's of Prior Lake and Savage Police Departments efforts to
decrease impaired driving and increase seat belt use to be
exceptional and wants to reward those efforts.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR
LAKE, MINNESOTA that:
1) The Prior Lake Police enter into a grant agreement with the
Minnesota Department of Public Safety for the project entitled Safe
& Sober Communities during the period October 1, 2003 through
September 30, 2004.
2) William J, O'Rourke, Police Chief of Prior Lake is hereby
authorized to execute such agreements as are necessary to
implement the project on behalf of the Prior Lake Police
Department.
3) Gordon Vlasak, Police Chief of Savage is hereby authorized to be
the fiscal agent and to administer this grant for both communities.
