Prior Lake, MN 55372-1714 \~ CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: SEPTEMBER 21, 2009 5L STEVE ALBRECHT, DIRECTOR OF PUBLIC WORKS AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE MCKENNA ROADICR 42 INTERSECTION SIGNAL CONSTRUCTION DISCUSSION: Introduction The purpose of this agenda item is to seek approval of the plans and specifica- tions and authorize advertisement for bids for the McKenna RoadlCR 42 Inter- section Signal Project. History As part of the Shepherds Path and Wilds Ridge North project CR 42 was recon- structed at McKenna Road for installation of a traffic signal at a later date. The YMCA was required to have a traffic study prepared in connection with its application to develop the site. The traffic study indicated that once the facility opened (on or about September 12,2009) a traffic signal would be needed at the intersection to ensure safety. In 2008 the City included this signal in its Transportation Plan for design in 2009 and construction in 2010. Because the project met the requirements for American Recovery and Rein- vestment Act (stimulus) funding it was submitted by the City for consideration earlier this year. In April of 2009 the City Council authorized SEH to complete the signal design for the intersection. On June 15, 2009 the City Council approved the Coopera- tive Agreement with Scott County for the project. Current Circumstances The project plans have been completed and the project is ready for bid. ISSUES: The City has received stimulus funding for this project which requires that it be bid and a contract be awarded by December 1, 2009. Based on current work- load Scott County does not have the ability to bid the project or complete the required ARRA documentation and project auditing. In order to ensure that funding is not lost the City needs to proceed with the project bidding. In order to complete the bidding and construction in accordance with the re- quirements of the ARRA additional documentation and detailed daily inspection and record logs will be required. The City does not have the expertise to com- plete this work in house. Staff recommends approval of an amendment to the Standardized Professional services contract with SEH in the amount of $10,000 to complete this work. www.cityofpriorlake.com R:\Council\2009 Agenda Reports\09 21 09\CR~O~~.~~ ~~@a.a6c Fax 952.447.4245 FINANCIAL IMPACT: ALTERNATIVES: RECOMMENDED MOTION: There is no financial impact associated with approving the plans and authorizing advertisement for bids. The City will not incur any costs until a contract is awarded for the project. Should the City decide not to approve the plans and specifications and proceed with bidding the ARRA funds in the amount of $175,000 may be lost. The alternatives are as follows: 1. Approve a resolution approving the plans and specifications and authorize advertisement for bids for the McKenna Road and CR 42 Intersection Signal Project. 2. Authorize the Mayor and City Manager to amend the Standardized Profes- sional Services Contract with SEH for completion of the project. 3. Table the Resolution for a specific reason. 4. Deny the Resolution. Alternatives # 1 and #2. R:\Council\2009 Agenda Reports\09 21 09\CR 42 - McKenna Signal Agenda.doc A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE CR 42 AND MCKENNA ROAD INTERSECTION SIGNAL PROJECT SAP 201-118-001 Motion By: Second By: WHEREAS, The opening of the YMCA on September 12, 2009 will increase traffic volumes at the McKenna Road and CR 42 intersection that will result in traffic volumes at the intersection that exceed signal warrants; and HEREAS, The City is eligible to receive $175,000 in American Reinvestment and Recovery Act funds (ARRA); and WHEREAS, Eligibility for funding requires that construction to begin in 2010; and WHEREAS, The final design for the CR 42 and McKenna Road Intersection Signal Project has been completed in accordance with County and State standards and are ready for advertisement; and WHEREAS, The project needs to be bid and a contract awarded by December 1, 2009 to ensure the funding will be received. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. Staff is authorized to advertise the project for bid. 3. The Mayor and City Manager are authorized to sign an amendment to the Professional Services Contract with SEH by $10,000 for services associated with ARRA funding requirements. 4. City Staff is authorized to transfer an additional $10,000 from the Street Oversize Fund to the Construction Fund as an interfund loan to cash flow this project. Once the project is completed Staff is directed to reimburse the Street Oversize Fund with any State Aid eligible costs reimbursed to the City. 5. Construction costs will be recorded in the Construction Fund (#501-48367-501). PASSED AND ADOPTED THIS 21st DAY OF SEPTEMBER 2009.
