HomeMy WebLinkAbout01-31 PRELIMINARY PLAT RESOLUTION 01-31 RESOLUTION OF THE PRIOR LAKE CITY COUNCIL APPROVING THE PRELIMINARY PLAT OF "THE WILDS SOUTH" SUBJECT TO THE CONDITIONS OUTLINED HEREIN. MOTION BY: ERICSON SECOND BY: PETERSEN WHEREAS: The Prior Lake Planning Commission conducted a public hearing on February 26, 2001 to consider an application from Shamrock Development, Inc., for the preliminary plat of The Wilds South; and WHEREAS: Notice of the public hearing on said preliminary plat has been duly published and posted in accordance with the applicable Minnesota Statutes and Prior Lake Ordinances; and WHEREAS: All persons interested in this issue were afforded the opportunity to present their views and objections related to the preliminary plat of The Wilds South for the record at the public hearing conducted by the Planning Commission; and WHEREAS: The Planning Commission and City Council have reviewed the preliminary plat according to the applicable provisions of the Prior Lake Zoning and Subdivision Ordinances and found said preliminary plat to be consistent with the provisions of said ordinances; and WHEREAS The Prior Lake City Council considered an application for preliminary plat approval of The Wilds South on March 19, 2001; and WHEREAS: The City Council finds the preliminary plat of The Wilds South to be consistent with the 2020 Comprehensive Plan. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PRIOR LAKE, MINNESOTA: A. The above recitals are incorporated herein as if fully set forth. B. The preliminary plat of The Wilds South is approved subject to the following conditions: 1) Revise the plat so that Lot 9, Block 1 includes at least 12,000 square feet of area above the 100- year flood elevation for the storm water pond. 2) Change the name of Partridge Place to a name unique to the Prior Lake street naming system. 3) Revise the landscape plan to note the location of these trees in the front yard, and the additional required trees for corner lots. (952)447-4230 P/a~t~xl (952)447-4245 AN EQUAL OPPORTUNITY EMPLOYER 4) Provide a right-turn lane and a bypass lane, constructed to County standards, at the intersection of CSAH 82 and Bobcat Trail. Plans for these lanes must be submitted with the final plat application. 5) Submit an access permit and other required permits for work in the County right-of-way with the final plat application. 6) Submit a wetland replacement application with the final plat application. 7) Provide copies of the Homeowner's Association documents with the final plat application. These documents should specifically address the maintenance of monument signs for this development and the maintenance of the islands in the cul-de-sacs. 8) All utilities and roads must be constructed in conformance with the Public Works Design Manual. 9) The following comments of the Engineering Department need to be reflected in the approved preliminary plat. a) The existing water quality pond east of Wood Duck Trail in the Wilds 2nd Addition was sized to handle future development runoff from south of VVilds Parkway. The NURP surface area requirement for this pond is 0.46 acre (20,038 s.f.) and was apparently designed at 0.66 acre (28,750 s.f.), which was 0.20 acre (8,712 s.f.) more than required. After reviewing the submitted as-built drawing for this pond the actual surface area is only 0.37 acre (16,080 s.f.) in size, which is 0.09 acre (3,958 s.f.) less than required. This pond should be enlarged to the meet design requirements, or another pond should be added in The Wilds South to make up the difference. b) Do not drain lots across one another without providing easements over these areas. This applies to Lots 17, 18 & 19 Block 1 and Lot 15, Block 1. c) Garage floor elevations shall be a minimum of 1.5 feet above the top of curb elevation. Check lots in Blocks 3 in the Eagles Ridge cul-de-sac. d) A backyard catch basin should be added at the southwest corner of Lot 8, Block4 to intercept flow through the backyards and routed to Pond 2. e) Extend storm sewer north along the back property lines in Block 3 from Lot 46 to Lot 43. f) Contours need to be provided 200 feet around the perimeter of the property, especially north of Oufiot E and west of Oaks Drive N.W. g) It appears that it will not be possible to grade a high point of 955.0 around the NURP basins in Block 4. The grading plan should be adjusted with a maximum of 3:1 back slopes on the ponds to achieve this elevation. h) Provide an access maintenance path to NURP pond 2 (In the final design plans). 10)AIl necessary permit applications, including but not limited to, watershed district permits and wetland replacement permits, must be submitted and approved prior to any grading on the site.
