Frank Boyles, City Mana~
CONSIDER APPROVAL OF RESOLUTIONS MAKING APPOINTMENTS TO:
1) COMMUNITY SAFETY ADVISORY COMMITTEE, 2) COMMUNICATIONS
AND TECHNOLOGY ADVISORY COMMITTEE, 3) LAKES ADVISORY
COMMITTEE, AND 4) PLANNING COMMISSION.
Introduction
The purpose of this agenda item is to request Council approval of interview
committee recommendations for appointments to various advisory committees.
Traffic Safety and Economic Development Advisory Committee vacancies will be
placed on the November 16 City Council agenda since we have been unable to
complete the interview process prior to October 19.
Historv
The bylaws of the Planning Commission and advisory committees call for three-
year terms that begin on November 1 of the year of appointment.
Current Circumstances
In September we advertised for candidates to all the advisory bodies for which
there were openings up to the maximum number of allowed members.
Candidates for the Community Safety Advisory Committee, Communications and
Technology Advisory Committee and Planning Commission were interviewed.
Council liaisons, staff liaisons and committee chairpersons participated in the
interview process.
A candidate for the Lakes Advisory Committee will be interviewed prior to the
October 19, City Council meeting and a recommendation about that appointment
will be made at the meeting.
The Parks Advisory Committee has seven members which is the maximum
number allowed by its bylaws. No members had expiring terms this year.
Shown below is a matrix which identifies the interview committee members,
vacancies for each body, applicants interviewed for each body and committee
recommendations to the City Council. For your information, we have included
the applications for all of the candidates.

ISSUES:
In all cases the City Council bylaws requiring interview of new and incumbent
members was followed.
FINANCIAL
IMPACT:
There is cost of staff time in supporting advisory committees. This cost is offset
by having citizens active in local government affairs.
ALTERNATIVES:
1. Adopt the resolutions approving the recommendations for appointment as
submitted by the sub-committees.
2. Adopt the resolutions with amendments.
3. Take no action and direct the staff accordingly.

Briefly describe your qualifications including education, business and volunteer experience, including current job
description. (Please submit your resume along with this application form.)
For over two decades, I have been an advocate for children, families and communities in Albuquerque, NM, the Twin
Cities Metro area, and Prior Lake, Minnesota. Before relocating to Minnesota in 1992, I attended the University of
New Mexico (Albuquerque), earning an undergraduate degree in Music Education with a minor in Trombone Perfor-
mance. Having heard the call to education' and public service, I began my career as a music educator in the Albuquer
que Public Schools and at the Albuquerque Academy. While serving the Hopkins (MN) Schools as an educator, coach
and district-level leader, I received a Master of Arts degree in Education Administration from Saint Mary's University
of Minnesota, and have pursued post-graduate studies at Harvard University in education leadership and policy.
Currently, I am Associate Director of Admissions at The Blake School, and I also serve as an adjunct faculty member
at Saint Mary's University teaching courses in Ethics & Law and Gifted Education. Throughout my many years of serv-
ice to children and families, I've been a leader of systemic change. My philosophy of community has been influenced
by many years of direct experience with several Twin Cities non-profit organizations and municipal government. As
Board Chair for Sojourner Project.lnc., I shaped policy and planning for departments that provided essential services
to more than 2500 victims of domestic abuse. My skillful management led Sojourner to its first balanced budget in
years, and an unprecedented upgrading of Sojourner's local and regional reputation. As Chair of the Stages Theatre
Company Board of Directors, my leadership was central in the efforts to enhance and energize the theatre's opera-
tions, programming and community presence. Recently, I've also served as a Vice Chair for the Tubman Family

What skills do you possess which will be beneficial in serving on this advisory committee?
First, I love the City of Prior Lake.
I have extensive experience and success as an educator, administrator and community leader. Throughout my
career, I have consistently demonstrated excellent organizational and communication skills, a high attention to
detail, the ability to think and plan as a visionary, and the ability to lead and motivate members of multiple
audiences in an inclusive manner. I also possess a deep commitment to the professional development of self and
others. These attributes have contributed to my success throughout my professional tenure, and have served me
well as a current Planning Commissioner.
Briefly describe your interest in this position and how you can serve the community.
I believe passionately in the power of representative democracy - the synthesis of perspectives is critical as Prior
Lake endeavors to strengthen its sense of community in a time of great economic uncertainty. As we plan for the
future, Scott County, (Prior Lake) will need to remain cognizant of the local and regional planning trends and
challenges that are rapidly evolving. As a professional who works and volunteers outside of the City, I bring a metro-
wide perspective and understanding which informs my Commissioner role. Most importantly, I do not take the
opportunity to serve and represent Prior Lake's best interests as a Planning Commissioner lightly, and I am fully
prepared to function as a fully engaged, active and effective City representative.
