Re: City Services
Earlier this year, athletic associations operating in Prior Lake were advised that there is a $1 million
shortfall in our 2010 budget. We formulated four strategies to address this shortfall. The four strategies
are being used so that no one group or interest would have to bear the brunt of the cuts.
Athletic associations were asked to address $105,000. We met first with all athletic associations to
describe our predicament and then conducted either in-person or telephone meetings with individual
representatives.
What has become apparent is that athletic associations, like the City, are impacted by this economy. As
a result, each of you decided to forego certain City maintenance services rather than pay for them. You
believe that volunteer efforts can supply the services the City previously provided. Be assured we will
work with you to facilitate this transition.
I am attaching a matrix we have prepared which identifies the services which will be curtailed in 2010.
Some of the services can be purchased, but only if you notify us of your desires no later than October 9,
2009 so we can arrange to hire the necessary personnel. Please contact Steve Albrecht at 952-447-9890
to formalize your request.
For liability reasons we will be preparing agreements for execution with each association who will be
using volunteers to maintain City fields. The agreement will confirm the following:
• City field ownership
• City guidelines for field closure because of inclement weather
• Field closure due to inadequate field maintenance, safety, or violation of City policies or ordinances
• Services volunteers are authorized to provide
• Supervision of volunteers
• Volunteer training
• Indemnification and insurance requirements
The agreement will help to formalize and communicate the expectations and relationship between the
City, athletic associations and their members. We will work to have the agreements ready for your
execution within 30 days. In the meantime, if you have any questions, please contact me at

Note: The City will complete all maintenance activities for Adult Softball leagues and will adjust league fees
accordingly.
