The shelter is currently located adjacent to the bituminous trail that connects County Road 21 to Blind Lake Trail. (See graphic: The bituminous trail is just west of Fire Station #1.) Historv In 1996 a 14-foot wide by 26-foot long picnic shelter was constructed adjacent to the bituminous trail that connects County Road 21 to Blind Lake Trail. Since the construction of the shelter, many new homes have been built in the Wilderness Ponds Development, causing major erosion problems and safety concerns around the shelter. In order to keep the shelter in its current location, the City will need to spend $2,500 to $3,500 to repair the trail and make drainage improvements. However due to the shelter's current location there will always be the potential for damage due to drainage as the surrounding properties will continue to drain to this area. After the construction of the shelter in 1996, Wilderness Pond and Deerfield Parks were developed. As part of the amenities in these two neighborhood parks, a play structure and picnic shelter was installed in both sites. Both Wilderness Pond Park and Deerfield Park are accessible by trails and sidewalks and within walking distance of both developments. Because of the close proximity of these two neighborhood parks, staff feels this shelter which offers no other amenities is being under utilized. Approximately 75 letters were sent to residents on Wyndham Court, Wellington Court, Windsor Lane and Blind Lake Trail explaining the possibility of the relocation of the shelter. Only one resident responded with a concern about reestablishment of the plants after the shelter is moved. Staff met with the resident on site and ex- plained our restoration efforts after the removal of the structure. Current Circumstances With the cost to retain the shelter in its current location compounded by it's under utilization, staff recommends relocating the structure. The Council may want to con- sider the follow possible options for relocation: 1. Watzl's Beach currently does not have a picnic shelter although there is a con- cession stand and numerous picnic tables at this location. The beach is utilized by our residents and visitors seven days per week throughout the summer months with no provision to escape from the elements or gatherings under a roof. If the city does open a marina on this site, the shelter would be convenient to slip users and other visitors. If the marina concept is not pursued the shelter would serve the consider- able number of people who use this site. 2. Move the Shelter to Northwood Park or Howard Lake Park. This will reduce future approved CIP costs by $10,000-$15,000. Northwood Park has been identified as a potential fu- ture location for City Recreation Department summer programming based on demographics and location. b) Howard Lake Park is not scheduled to receive a park shelter currently. The park is however currently utilized by PLAY for summer tee-ball programs. 3. Move the Shelter to South Shore Park. On October 5th the City Council approved resolution 09-135 authorizing construction of the City's standard picnic shelter at this park as is required in the 2003 Orderly Annexation Agreement with Spring Lake Township. Based on the small size of the park and its use this shelter would more than adequately meet the park's needs. At their November 19 meeting, the Parks Advisory Committee reviewed the proposal to relocate the shelter to Watzl's Beach and concurred with it. In the event that the Council wishes to consider relocation to another park, it would be appropriate to refer this matter back to the Parks Advisory Committee. In order for staff to relocate the picnic shelter the shelter will be dismantled. The roof is proposed to be removed and hauled intact. The remaining structure (railings and structural posts) will be removed separately and reconstructed. Once the main frame is in place the roof will be placed back on as one unit. In the spring of 2010, a new concrete floor will be installed under the shelter. FINANCIAL IMPACT: The existing picnic shelter was constructed with a wood floor deck. Staff recom- mends installing concrete for the floor at the new location. A concrete floor requires less maintenance than wood, is easier to clean and is consistent with the shelters throughout our park system. The cost to move the structure is as follows: Staff labor Shingle replacement Concrete Total 80 hours @ 26.00 3.64 squares @ 100.00 5 yards @ 130.00 $2.080.00 $364.00 $650.00 $3,094.00 ALTERNATIVES: The expenditures for the shelter relocation will be drawn from the Parks Mainte- nance budget. 1. Approve a resolution approving expenditures and relocation of a picnic shelter to Watzl's Point Beach. 2. Direct that the matter be referred back to the Parks Advisory Committee to con- sider relocation to another park. 3. Deny this agenda item for a specific reason and provide staff with direction.
