OF MANAGERS.
Introduction
The purpose of this agenda item is to request Council approval of interview
committee recommendations of three candidates for Scott county to consider for
appointment to the Watershed Board.
HiStOry
The three-year term of Bill Schmokel, a Prior Lake resident serving on the Prior
Lake Spring Lake Watershed Board of Managers expires in March 2010. Under
Minnesota Statutes 103D.311 (attached) the City may solicit the names of three
persons to serve on the Board. While the County has final appointment
authority, it must choose from among the candidates submitted by the City. The
list must be submitted at least 60 days before the Manager's term of office
expires in order to be considered. That is why this item is on this evening's
agenda.
Current Circumstances
We advertised for candidates for this Watershed Board opening. Five persons
submitted applications as shown below. The Council liaison, staff liaison and I
made up the interview committee.
Shown below is a matrix which identifies the interview committee members,

Following the interviews, Ms. Nevonen withdrew (her application is not attached).
Charles Howley is presently a member of the Planning Commission. All of the
candidates for County consideration have an understanding of the role and
history of the Watershed Board. The three chosen appeared to also have the
time available to complete the responsibilities of Watershed Board Manager.
FINANCIAL The City and Watershed are mutually interdependent in accomplishing their
IMPACT: water-related goals and objectives.
ALTERNATIVES: 1. Adopt a resolution approving the recommendations for appointment as
submitted by the interview committee.
2. Adopt the resolution with amendments.
3. Take no action and direct the staff accordingly.

PRIOR LAKE-SPRING LAKE WATERSHED BOARD OF MANAGERS

WHEREAS, Minnesota Statute 103D.311 allows the City to solicit and recommend persons for
appointment to the Prior Lake-Spring Lake Watershed Board of Managers; and
WHEREAS, Notice of such openings were placed in the Prior Lake American, Wavelength,
Newswire and City Website; and
WHEREAS, Applications were solicited from persons in the community who are interested; and
WHEREAS, Five applications were received and interviews conducted with all applicants.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.

Subdivision 1. Manager qualifications. Aperson may not be appointed as a manager

(d) Appointing county boards shall provide public notice before making appointments.
Published notice must be given at least once by publication in a newspaper of general circula-
tion in the watershed district at least 15 days before an appointment or reappointment is
made. The notice must state that persons interested in being appointed to serve as a watershed
district manager may submit their names to the county board for consideration.
Subd. 3. Nominees for city initiated and metropolitan watershed districts. (a) If the
establishment petition that initiated the watershed district originated from a majority of the
cities within the watershed district, the county commissioners must appoint the managers
from a list of persons nominated by one or more of the townships and municipalities located
within the watershed district. If the district is wholly within the metropolitan area, the county
comrissioners shall appoint the managers om a st o persons nomrna a tom y or sever-

recently I spent 17 years with the National Weather Service, NOAA's North Centra{ River Forecast Center as a

analysis and forecast verification. I retired from Federal Service in April, 2008.

Thirty years of experience in water, weather and climate issues. A watershed ultimately integrates all of these
aas and more. A watershed needs to be looked at as a "system" that involves a number of components. When one

The ability to critically analyze proposals. Over the years I have written many proposals or analyzed proposals t
ve been submitted to us. Again because of my broad background, I am able to look at all the components of a
~posal and determine how well the proposal fits into the goals and direction of the organization.

Executive Summary: An experienced hydrologist and agricultural meteorologist/climatologist
with strong interest in the utilization of weather and climate information to assess the impact of
changing weather and climate on agricultural systems and watersheds.
Current Status: Retired in April 2008 from the National Weather Service, NOAH.

Regional Hydrolo~Y: As a hydrologic forecaster at the North Center River Forecast Center
(NCRFC) in Chanhassen for 17 years, I was responsible for analyzing weather and climate data in
preparation for issuing both short and longer term river stage forecasts for river basins in the Upper
Mississippi River drainage area and adjoining states. This work involved the processing and
quality control of large data sets. I also have extensive experience with hydrological modeling.
I also served as the forecast verification focal point and conducted studies on the effectiveness of
the products and services provided by the NCRFC.
Program Management: As program manager and senior consultant for Control Data
Corporation, I provided pre- and post sales support to Control Data's worldwide marketing
organization. This included analyzing customer requirements, determining the appropriate solution
to meet those requirements, preparing technical proposals and presentations to senior weather center
managers around the world.
A rg icultural Assessments/Drought Monitoring_ Supervised the Agricultural Weather Support
Office in Washington DC. In this capacity provided weather and climate support to the US
Department of Agriculture, managed and produced the National Weekly Weather and Crop Bulletin,
advised the USDA and other key agencies on critical weather developments impacting agricultural
production and agricultural policy.
This led to the formation of the point Agricultural Weather Facility. Their primary responsibility
was to monitor worldwide weather conditions, identify significant problem areas and prepare
comprehensive impact assessments.
I was also served on numerous national and international committees, including two Technical
Commissions of the World Meteorological Organization.

In my current position, I deal with Industrial Environment regulations, Relation to Run off Management, Air Emissions
and Hazardous Material Management.

My experience in development of Runoff Plans dealing with area Rivers and Lakes gives me a good background of
the water issues that we are dealing with.

I am a life long resident of Spring lake. My daugther now lives on Prior Lake. That's three generation living next to our
lakes. I have been on every Lake in the area an in my lifetime here have proavly spent more ime on Prior Lake then
many of the resident.
I understand the nature of the problems facing our lakes, and that it will take a long term comitment to improve
them. Our grandchild will reep the benifit of our effort to improve our lakes
